Job AdvertRole Synopsis
Bp is seeking an experienced international trade regulations specialist in the UK. The role will sit in bp's Ethics & Compliance function, an area where bp is recognised as a leader internationally, and will play a critical role in managing one of bp's most significant compliance risks.
The role will focus on managing UK/EU and other export controls and trade sanctions risks in a variety of bp regional and global contexts, working collaboratively with two US colleagues. The role also offers scope to develop expertise in anti-bribery and corruption, competition law, and programmatic management of ethics and compliance risks more generally.
The role requires the confidence, energy, and experience necessary to advise with minimal supervision, and the interpersonal skills to thrive in a collaborative environment alongside other E&C professionals, lawyers, business leaders, and other functional teams. The successful candidate will have a practical approach, focused on material risks / activity (with the experience and courage to identify what is not material) and on helping bp businesses achieve their objectives within the law and bp's Values and risk appetite.
Key Accountabilities
Provide sound, practical advice, training and support to bp business leaders and colleagues on UK/EU and other international trade regulations (ITR), especially export controls, to include:
- ad hoc export controls regulatory/procedural advice (eg export classification support, guidance regarding regulatory updates, advice on completing shipping documents and filing of export declarations)
- support with licensing activities for military / dual use items in collaboration with Legal (eg filing license applications, guidance/support with meeting licensing conditions, assistance with meeting license reporting obligations) in the UK, EU, US and with other country government agencies as needed
- monitoring/reviewing regulatory changes for potential impact on bp businesses/activities
- analysis of sanctions-related adverse information from counterparty due diligence
- developing and delivering training on export controls and trade sanctions
- conducting risk assessments and assisting businesses to develop processes/procedures to mitigate identified risks
- working with colleagues to improve bp's ITR compliance programme and wider ethics and compliance programme, including changes to policies, and developing tools and guides.
Essential Experience & Job Requirements
- Degree and/or professional qualification
- Substantial prior experience in working with and interpreting UK and EU international export control regulations
- Some familiarity with international trade sanctions and US export control regulations, with a desire to learn more
- Experience in developing and implementing the essential compliance elements of an international export control programme
- High standard of analytical, drafting, communication and advisory skills
- Ability to operate effectively in a complex, collaborative environment, building strong relationships with key stakeholders and colleagues at multiple levels of the organisation
- Strong senior influencing skills: the role will be expected to meet with senior stakeholders solo and be able to challenge them respectfully yet effectively
- Sound risk judgment, a practical bias, the energy to build consensus, the self-confidence to take a firm stand where appropriate and a passion to help businesses succeed compliantly
- Strong work ethic and creative ability to achieve identified goals, both individually and as a team player in a global function
Desirable Criteria
- Experience of advising on other key ethics and compliance risks such as anti-bribery and corruption and competition law
- Experience of managing ethics and compliance programmes
- Legal education / qualification
- Experience in the oil and gas industry and/or energy industry
