PPD's Global Clinical Development (GCD) business unit has established a new Centralized Services Team. This team provides a broad range of services across our Clinical Development organization including business analysis services.

We have a new role within our Business Transformation Services team in Centralized Services - this is an exciting opportunity and can be based anywhere in EMEA, North America or Latin America.

The Executive Director Resource Management provides leadership from a resourcing perspective to support achievement of operational, strategic and commercial goals. Responsible for developing, implementing and overseeing best in class resource management to ensure optimal and timely recruitment, resourcing and talent management across functions within Centralized Services. Collaborates globally with leadership across all departments to ensure alignment on effective and strategic forecasting and resource management solutions to enhance quality, performance, and profitability.

Main Responsibilities include but not limited to:

* Establish a strategic, professional resource management organization that anticipates future trends and delivers the right workforce, at the right time, in the right location to meet business needs.
* Develop data driven approaches, supported by application of technology, to provide insights into future demand and drive high quality decision making.
* Ensures the timely execution of resourcing strategy and metrics deliverables with a focus on quality.
* Supports staff to develop and drive specific and overall resourcing strategies to ensure optimum performance by achievement of annual plans and targets.
* Focuses workload assignments to ensure effective project allocation, optimize collaboration with stakeholders, cultivate talent, and promote staff retention by implementing actions and communications aimed to motivate and engage.
* Focuses on end results, using metrics and key performance indicators to manage performance.
* Leads or contributes to initiatives that enhance the department's performance or lead to process improvement across the organization.
* Collaborates with senior leadership on strategic planning via quantification of existing talent base and proactive labor projections to support new business development.
* Proactively collaborates with multiple stakeholders to design, develop, maintain, and enhance resourcing efficiencies to yield sustained high performance and contribute to new business growth.
* Directs the performance of continuous risk analysis and proactive trending assessments.
* Identifies potential risks to project and client needs, ensures contingency plans and solutions are in place, and escalates to senior leadership as needed.
* Develops and maintains performance culture, managing resource and succession planning, performance, training and development planning to maximize the performance and motivation of individuals.
* Manages staff, which may include interviewing and selection, job description preparation, professional development, goal setting, performance management, behavioral and technical coaching and mentoring.
* Approves courses of action on salary administration, hiring, corrective action, and terminations.
* Reviews and approves time records, expense reports, requests for leave, and overtime.

*Qualifications:*

*Education and Experience:*

* Previous experience that provides the knowledge, skills, and abilities to perform the job (comparable to 12+ years).
* 5+ years of management responsibility.
* Strong leadership skills.
* In some cases an equivalency, consisting of a combination of appropriate education, training and/or directly related experience, will be considered sufficient for an individual to meet the requirements of the role.

*Knowledge, Skills, and Abilities:*

* Extensive knowledge of project resourcing and forecasting methods and applicable tools for tracking and forecasting needs
* Effective negotiation, problem solving, critical thinking and facilitation skills
* Proven ability to proactively gather, interpret and evaluate information from a variety of resources to make decisions and recommendations
* Thorough understanding of expectations and resourcing needed to effectively staff project teams to promote business goals and future authorizations
* Proven experience of establishing high performance teams, attracting top talent and developing capabilities, knowledge and business acumen in others.
* Proven ability to multitask in order of priority in a deadline driven environment with optimal efficiency and accuracy
* Exceptional verbal and written communication skills with experience presenting complex strategies at all levels of the organization.
* Demonstrates insightful business thinking, combining creative insight with an understanding of business processes and systems, in order to drive continuous improvement and practical innovation.
* Excellent organizational, judgment, analytical, decision-making and interpersonal skills to manage complex projects in parallel and manage rapidly changing priorities
* Exceptional attention to detail
* Proficient knowledge of MS Office including Outlook and Excel
