Job description

As a result of our continued successes we have an opportunity to join our award-winning team within the Vivace IDT. Vivace is a consortium of companies set up in 2017 (led by QinetiQ group PLC) that is charged with delivering 'ACE' - the Accelerated Capability Environment for the Home Office. This capability was set up to bring industry and academia closer to government and law enforcement problems, and stimulate the flow of innovative, agile and flexible solutions to problems in the digital environment, delivering real impact for law enforcement agencies.

Vivace works in partnership with its Home Office and law enforcement partners, helping to identify threats, risks and areas of need, then works with the best and brightest from industry to facilitate innovative thinking, fast. Based in our project office in London we are at the heart of delivering a new and exciting way of working for government.

This role will be to lead the project delivery function within the team and is accountable for the delivery of the portfolio of projects. The successful applicant will be expected to maintain the pace of delivery for a portfolio of smaller sized projects in an Agile-by-default environment ensuring appropriate governance is maintained. In addition, you will be expected to lead on the continuous improvement of the function in conjunction with the other functions.

Specific Responsibilities:

- Proactive delivery of the portfolio outcomes, to agreed baseline (customer satisfaction, time, cost, quality, cash and sales).

- Implementing and overseeing the adoption of Agile working

- Embedding a culture in line with the Customer and QinetiQ values.

- Development and maintenance of positive engagement with programme customers, partners and suppliers.

- Operating in a Safe & Secure manner.

- Ensuring programme members operate in line with the Operating Framework & functional competency management requirements; and have appropriate personal objectives recorded in the QinetiQ performance management system.

- Resolving conflicts (including prioritisation calls) within the programme and collaborating across the functions within the delivery team and QinetiQ.

- Leading the embedding of improvement of the project delivery function as agreed with IDT Lead.

- Maintenance of forecasts (both financial and resource demand signal) for sales and delivery which reflects the up-to-date expectations for the work.

- Application of governance requirements (including lifecycle, project & independent reviews as appropriate) for foundation sales and delivery work.

- Reporting progress on all accountabilities to IDT Lead (or their delegate).

Essential Experience and Qualifications:

- Expert in Agile techniques with strong experience coaching and mentoring Agile techniques and methodologies.

- Experience of leading a business, projects, programmes, portfolios or P3 function; successful delivery of programmes or complex projects.

- Experience of delivering programmes into relevant Defence/Government/Law enforcement bodies. Experience of delivery into highly regulated sectors will also be considered (i.e Critical National Infrastructure)

- Self-motivated and able to work effectively within a matrix managed environment.

- Workforce management experience and evidence of leading and motivating a team.

- Excellent written, visual, and assertive communication skills.

- Experience of managing multiple stakeholders through proactive communication and exception handling.

Other considerations:

- Successful candidate will need to be eligible for SC level clearance or higher if required.

- Flexible working arrangements will be considered for the right candidate.
