Job Description
The key responsibilities for the Children's Commissioning Manager - CAMHS are:
Lead responsibility for all aspects of commissioning Child and Adolescent Mental Health Services. Manage budgets for CAMHS and contribute towards the Complex Care Professionals Meeting in relation to services provided to children and young.
Be required to maintain constructive relationships with a broad range of internal and external stakeholders including the Local Authority, commissioners and providers
Maintain relationships with the programme director
Participate in relevant internal and external working groups/projects, services and initiatives to provide information and analytical advice and expertise
Liaise with clinical and managerial colleagues to share best practice to improve outcomes for children and young people and their families
Lead on the development and implementation of the CAMHS Transformation Plan detailing long-term plans concerning the commissioning of CAMHS services to improve mental health and emotional well being and outcomes for children and young people
Lead responsibility for ensuring that the above is based on a comprehensive CAMHS Needs Assessment including service gaps, user preferences and the views of nonusers of services
Ensure that service users, including children and young people, parent carers and Carer forum and other stakeholders are engaged in service design and delivery
Contribute to the production of Children's Plans and strategy development regarding integrated services for children and young people and further development of Children's Trust arrangements as required
In conjunction with procurement and legal staff, carry out the tasks relating to procurement and purchasing, including setting contracts, drawing up and negotiating specifications with providers and developing Service Level Agreements as required
Support service improvement
Lead on contract monitoring for providers of CAMHS services and other NHS and voluntary sector providers
Update, maintain, organise, gather and analyse information to ensure records and registers of children are up to date
Provide analytical and strategic report writing support as needed
Manage and monitor spend against CAMHS Budgets
Querying and processing of invoices
Responsible for maintaining the Dynamic Risk Register
Lead on the implementation of strategic modernisation/service improvement, public health, workforce or commissioning strategies and any associated action plans
Ensure appropriate clinical input into all commissioning decisions concerning CAMHS
Deliver against objectives, achieving quality outcomes, prioritising own workload and working to tight deadlines
The Successful Applicant
The successful candidate for the band 8a Children's Commissioning Manager - CAMHS:
Educated to degree level in relevant subject or equivalent level of experience of working at a similar level in specialist area
Experience in a previous commissioning role
Commitment to continuing professional development
Should have an appreciation of the relationship between the Department of Health, the Strategic Health Authority and individual provider and commissioning organisations
Experience in stakeholder engagement
A good understanding of the health and social care environment and roles and responsibilities within it
Significant experience in project management, financial management or supporting change management processes
Commitment to commissioning services that reduce inequalities in health outcomes
Ability to analyse and interpret information, pre-empt and evaluate issues, and recommend options and an appropriate course of action to address the issues
Problem solving skills and ability to respond to sudden unexpected demands
Ability to adapt and make decisions autonomously, when required, on difficult issues, working to tight and often changing timescales
An ability to maintain confidentiality and trust; used to working in a busy environment; professional calm and efficient manner
Must be able to use initiative to decide relevant actions and make recommendations to Sponsor or committee
Experience of researching best practice (globally, private and public sector), interpreting its relevance and processes / practices which could be implemented successfully to achieve system reform (advising on policy implementation)
Must be able to provide and receive highly complex, sensitive or contentious information, negotiate with senior stakeholders on difficult and controversial issues, and present complex and sensitive information to large and influential groups
Clear communicator with excellent writing, report writing and presentation skills; capable of constructing and delivering clear ideas and concepts concisely and accurately for diverse audiences
Negotiate on difficult and controversial issues
Ability to impart difficult messages to key stakeholders and patients
Ability to actively promote equality, diversity and inclusion within all areas of responsibility
What's on Offer
This is a temporary, full-time, band 8a Children's Commissioning Manager - CAMHS role, for a 4 week duration with the potential to extend. Must be available for an immediate start and have experience in the same role. Hybrid working available, and when on-site, the candidate will be based in North London.
