GLOBAL COMPLIANCE AT GOLDMAN SACHS
At Goldman Sachs, the mandate of Global Compliance is to prevent, detect and mitigate compliance, regulatory, and reputational risk across the firm and help to strengthen the firm's culture of compliance. Compliance accomplishes this mandate through the firm's enterprise-wide compliance risk management program. As an independent control function and part of the firm's second line of defence, Compliance assesses the firm's compliance, regulatory and reputational risk; monitors for compliance with new or amended laws, rules and regulations; designs and implements controls, policies, procedures and training; conducts independent testing; investigates, surveils and monitors for compliance risks and breaches; and leads the firm's responses to regulatory examinations, audits and inquiries. Compliance provides advice on how to conduct the firm's business in a manner that complies with the vast array of rules, regulations and regulatory expectations around the globe. Importantly, Compliance plays a key role in reviewing and effectively challenging transactions and business practices presenting compliance or reputational risks.

BUSINESS UNIT AND ROLE OVERVIEW
Federation Compliance provides compliance coverage to the Operations, Engineering, Finance, Tax, Controllers, Corporate Treasury, Risk, Services and Human Capital Management divisions and functions ("the Federation"). This includes:
- Conducting risk identification, measurement and assessment
- Monitoring for compliance with laws, rules, regulations and policies
- Participating in firm responses to regulatory examinations, audits and inquiries
- Performing surveillance and investigations of business activities
- Testing the effectiveness of controls
- Writing policies and procedures
- Interpreting and applying various regulatory requirements to specific business scenarios
- Communicating regulatory requirements and firm policy expectations to educate others
ROLE AND RESPONSIBILITIES
This is an exciting opportunity to take on responsibility for covering the Federation functions of NN Investment Partners., which Goldman Sachs has recently entered into an agreement to acquire from NN Group N.V. The transaction is expected to conclude by the end of the first quarter of 2022. The successful integration and regulatory approval of the acquisition is a strategic priority for the firm's asset management business in Europe.
The successful candidate will cover all the Federation functions that support NN Investment Partners' businesses, working closely with subject matter experts across Compliance and other Federation functions to track and cover key regulatory and compliance risks associated with the integration of the business from a Federation perspective. In addition, you will also be responsible for designing and implementing a target operating model for compliance coverage of the newly integrated business's Federation functions.
You will also participate in regional and global initiatives to that support the broader Global Compliance mandate. To fulfil this role, you will:
- Advise, challenge and influence Federation functions regarding the application of regulations and firm policies, including personal Compliance matters
- Identify, investigate and manage potential compliance risks and issues associated with processes managed by Federation teams
- Analyze regulatory changes and industry enforcement actions to assess the potential impact, and participate in work to ensure the business is able to support or respond to new requirements
- Build strong and authentic relationships with subject matter experts in divisional compliance teams and other Federation functions
- Support and advice on responses to regulatory inquiries related to the NN Investment Partners integration
- Assess and communicate reputational risk considerations across a range of topics impacting the Federation
- Review surveillance alerts and conduct forensic reviews to monitor the Federation's compliance with regulations and firm policies
- Recommend compliance testing work to be performed for the Federation
- Draft and assist in the implementation of policies and procedures
- Develop and deliver Compliance training to Federation teams
- Coordinate with the broader Federation Compliance team on initiatives and projects
- Provide day-to-day Compliance oversight, including personal Compliance matters
QUALIFICATIONS AND SKILLS
A strong candidate for Federation Compliance will satisfy some of the following criteria:
- Bachelor's degree;
- Advanced degree in relevant field (e.g., J.D., LL.M., M.B.A.) is a plus but not required
- Prior experience in as a compliance officer, a regulator, a financial or regulatory consultant, or; a risk manager focused on regulatory requirements is highly desired
- Knowledge and understanding of the various functions within Compliance and their respective responsibilities
- Experience interacting with regulators, or supporting regulatory audits or inquiries preferred
