Job Title: Civil Enforcement Officer
Location: Harrow Council, Forward Drive, Harrow, Middlesex, UK, HA3 8NT

Contract Type: Temporary Ongoing
Hours of Work: 40 Hours Per Week - 5 over 7 shift pattern, comprising of an early shift 7.30am to 4.30pm and a late shift 10am to 7pm on the alternative week, working 5 consecutive Saturdays over a 5 day working week

Overview of Civil Enforcement Officer
Pertemps have an exciting opportunity within Harrow Council for a self-driven and motivated Brokerage Officer join an expanding team.
The role of Brokerage Officer has a competitive pay rate of up to £13.82 per hour. Other benefits include excellent training and support for career development and 21 days holiday (excluding Bank Holidays).

The Main Purpose of an Civil Enforcement Officer:
" Patrol the borough and identify contraventions of on-street parking, car parks and controlled parking zones, either solo or as part of a team either on foot, riding a moped or in a vehicle according to instructions.
" Monitor CCTV for contraventions, or process contraventions recorded by camera systems.
" Record and issue PCN's using mobile devices or manual reporting systems, ensuring all equipment is tested prior to starting patrol and reporting any damaged or faulty equipment.
" Check that relevant lining and signing is accurate and that the relevant signing and markings are adequate for the issue of a PCN. Reporting any defects to signs and lines as instructed including mobile devices and manual reporting.
" Maintain a pocket log while on patrol as a CEO. Keep accurate records of evidence, including witness statements and information provided by others, as may be necessary, together with photographs or other recorded evidence.
" Ensure that written reports are clearly recorded and accurate for any subsequent enquiry. To attend Adjudication Hearings, court or other tribunals related to the duties.
" Report defects to highways, plus suspected abandoned vehicles by mobile devices or manual reporting systems.

About you, the successful Civil Enforcement Officer will have:
" Trained in Civil Enforcement or capable of being trained to satisfactory standards, or to able to demonstrate relevant experience
" BTEC Level 2 or equivalent in CCTV Enforcement, and to able to demonstrate relevant experience
" Must have a clear understanding of the diverse nature of Harrow's communities and the implications for services delivered to residents and service users
" Inclusive team worker who can foster partnerships, work collaboratively across teams to achieve desired performance and outcomes
" Ability to ride or be trained to ride a moped.
" Be able to work a 5 over 7 shift pattern to include evening, night, weekend and bank holiday work.
" Able to meet disclosure, police or security requirements for the role.
" Possession of a full UK current driving licence for a car and a driving record adequate to meet the requirements of the council's insurers.
" Able to work outside in inclement weather conditions.
" Physically fit and mobile, including the ability to patrol on foot, to walk over uneven ground, and to work at night with a minimum of lighting.
" Ability to deal tactfully with difficult/stressful situations
" Self-motivated and able to work with minimum supervision.
" Work well when working in a team or alone.
" Literate and able to write legible and concise reports.
" Ability to accurately record contraventions including the use of a hand held computer or other mobile technology.
" Ability to communicate effectively with a wide variety of people in an open and honest manner. This includes the writing of reports, or statements, and the writing of notices by hand.
" Ability to use information technology software and mobile working devices.
