About the Role:
Government Business Services (GBS) is a large business unit within the Cabinet Office with around 610 staff. It brings together back office services across government, and supports the Civil Service with high-volume HR and finance processes, aligned to the Government's modernisation agenda.
GBS was established in August 2020, and includes Shared Services, the Government Recruitment Service, Civil Service and Royal Mail Pensions, and the Platforms and Services unit, which supports these. GBS delivers services for over 400,000 civil servants across government.
Responsibilities of the Role:
• Provide leadership and specialist advice on the full breadth of strategic engagement issues across the Directorate and align with the wider department and cross-government work.
• Lead a team whose remit is to support delivery of expert service. This includes strategic stakeholder relations, Ministerial engagement, regional engagement and supplier relationship management.
• Develop, plan, coordinate, implement and evaluate a People and Capability strategy, in consultation with policy, communications, private office and our partner agencies.
• Deliver considered advice from reporting on performance to celebrating successes and achievements using a range of channels.
• Build and maintain strong networks and effectively influence senior officials, as well as colleagues across Government.
• Lead work on learning and development, the advancement of the GBS Academy, the new platform for training and help to upskill GBS staff from digital, pensions and recruitment training through to induction, resilience and wellbeing sessions.
• Build and maintain positive relationships with priority stakeholders.
• Actively drive efforts to transform GBS into a listening organisation, with a strong focus on collaboration, building a reputation for advancement, beneficial modernisation and ambition for excellence.
• Ensure effective management of commercial opportunities with partner organisations, suppliers and new initiatives.
• Manage team budget and financial reporting.
Essential Criteria
• The successful candidate will be a strong, empathetic leader with people and capability building experience.
• You will be used to large-scale coordinated programmes across government, and have an excellent working understanding of evaluation and insight.
• Your ability to think strategically and creatively while leading your team to deliver the highest quality work, at pace, will help you be a success in what is an important role.
• You must have the confidence to engage directly with Ministers, senior colleagues and stakeholders, and making recommendations.
• You will have the ability to influence at all levels, within the department and outside it, and have a great understanding of the political and business context we work in, and our role within it.
