Job description
Our client, a regional power and communications utilities company is looking for a Civils Estimator to prepare tenders from received enquiries, including preparation of bills of quantities from drawings and specifications, pricing, and submission to the Client with good understanding of DNO works in the public highways and NRSWA for cable projects ranging from LV up to 132kV.
Reporting to the Senior Estimator, this will be achieved by reviewing bids to determine if the enquiry is core business, within strategy, within risk profile, within geographical preference and obtain agreement to bid.
The role:
• Upon confirmation to bid work with the Bid Coordinator to issue the bid support team a task matrix listing individual roles within the bid process. Monitor the process in terms of timeline and content to ensure all actions are completed within the allotted time frame and to expected standards
• Attending client pre and post tender meetings
• Prepare cost models from first principles for use when estimating, budgeting, and forecasting. Keep cost models up to date with current rates from labour, subcontract, plant, and material resource
• Liaising with the bid team members and Delivery Managers to determine outputs, programme, resource, approach to pricing of schemes
• Tender Submissions to include preparing, negotiating, and analysing costs for tenders, review of terms and conditions, prepare subcontract tender packages if required, evaluate subcontract responses
• All pre and post tender commercial activities, including attending post tender reviews, BAFO meetings and presenting bids to client
• Tender handover to delivery team & QS as part of Project Pre-Start meeting, provide detailed build up to rates and pricing
• Support Bid Coordinator if required for pre-qualification questionnaires
• Final bid review and sign off with Directors and bid team prior to submission of bid
Key responsibilities:
• Pricing tenders and general estimating duties
• Proactive and positive approach to the management of key client accounts
• Maintain and update the tender register
• Attendance at company and external contract handover meetings
• Compilation of program of works (where necessary to assist the Project Team)
• Site visits and tender review meetings as required
• Commercial support to Project Managers and Site Agents where needed
• Participation in delivery of presentations on specific areas of bids / new business initiatives
• Identifying opportunities for introduction of new innovations and industry products
• To promote the services of the company whilst carrying out your duties to assist in creating new business
• Proactive problem solving
• Assisting the bid coordinator with Pre-qualification questionnaires if required
• Maintain an up to date understanding of technical, contractual, and commercial developments
• Manage or undertake other activities or tasks as may be deemed necessary to meet ongoing or changing needs of the business
