Job description
Our client is one of the largest chemical and refining companies in the world and they have a large top tier COMAH site based in Greater Manchester.
They are looking to appoint a permanent Senior Mechanical Engineer who will ensure the integrity of the plant is maintained at all times and to be the site technical focal point.
RESPONSIBILITIES AND ACCOUNTABILITIES:
1. Manage the Mechanical engineering functions at the site within the department to maximise their effectiveness, ensure competency of all maintenance & engineering personnel.
2. Manage mechanical engineering, design and lead technician staff and contractors
3. Optimise the maintenance philosophy & strategy, site maintenance procedures & policies and critical spares philosophy for the discipline.
4. Responsibility covers reactive, proactive maintenance, inspections and commissioning of minor project works.
5. Provide technical support for MOC's and projects, management of designated MOC's and projects. Support to plant shutdowns.
6. Accountable for compliance with relevant law, permits, procedures, other documentation and rules issued by the relevant authorities.
7. Responsible for the discipline specific long term maintenance and inspection strategy and planning (including major shutdown activities).
8. Responsible for management and optimisation of services & applicable maintenance contracts and costs.
9. Utilise SAP for purchase requisitions, budgets and inspection planning
10. Ensuring that all mechanical engineering is carried out to a high standard in line with UK, company and site procedures.
11. Analyse failure data and provide maintenance plan recommendations for restoring equipment to operating condition in a minimum amount of time; balancing repair cost and minimizing future failures.
12. Perform Root Cause Failure Analysis (RCFA) on all critical equipment failures within assigned area. Participates in incident investigations, RCFAs, FMEAs, RCMs, etc. Use reliability tools to assess bad actors and develop recommendations to improve performance.
13. Provide support to established predictive and preventative maintenance strategies for equipment and ensure adequate spare parts are available to guarantee reliability.
14. Provide technical expertise on major machinery overhauls, specifying scope of required work and technical details to ensure successful execution.
15. Ensure safety and QA/QC programs are established by all parties and maintained. Conduct reviews of detailed design drawing and specifications.
16. Determine training and competence requirements for mechanical technicians.
17. Ensure effective communication of and implementation of engineering standards in line with current Health, Safety and Environmental Legislation, LYB Safety Regulations and professional standards.
18. Participate in site duty rota and therefore live within 1hr of the plant
PERSON SPECIFICATION:
Education:
1. Honours degree in Mechanical Engineering or equivalent
Work Experience:
1. Experience in either COMAH, chemicals, petrochemical or similar environment, experience in a lead Mechanical Engineering role.
2. Knowledge of Computerised Maintenance Management Systems (SAP or equivalent)
3. Experience of major shutdowns/turnaround
