We are assisting our partnership company as they look to recruit a Building Compliance Manager.

Overall Purpose of Job

To lead on and have responsibility for matters regarding Buildings & property compliance and safety in an operational capacity within Ongo ensuring that the organisation consistently fulfils its statutory and regulatory duty of care towards its tenants and other customers.

Salary £45956 p.a.

Main Responsibilities

Provide successful management of the day-to-day property /buildings safety compliance, namely fire safety, gas safety, water hygiene, electrical installations including door control, lifts & hoist equipment, asbestos amongst other areas of property safety.

Lead and motivate a high performing multi-disciplinary team, including recruitment of staff, regular performance reviews, disciplinary matters and their development to ensure they attain high levels of the appropriate competency.

Take the role in line with any regulatory requirements and where relevant, liaise with HSE and/or regulator/s on property safety matters.

To lead and embed a dynamic, customer-centric and effective compliance and building safety culture within the organisation.

Ensure that all statutory fire and safety tests and inspections are up to date within relevant buildings, and that actions arising are completed within expected timescales.

Keep up to date with all legislation and provide technical & regulatory advice to managers & colleagues

To lead on the implementation and ongoing delivery of a comprehensive governance and performance monitoring framework for compliance safety, including an appropriate risk management framework and audit plan.

Produce and implement a resident engagement strategy focussed on property safety issues in a proactive, meaningful and transparent manner. Also implement and embed a customer-focussed approach that responds to the needs and aspirations of our customers.

Be our customer's technical lead on property safety & compliance issues.

Prepare Building Assurance reports, including information on compliance status and performance, internally and to external bodies.

Regular contact with various teams carrying out work in our properties, including the Maintenance, Neighbourhoods and Housing Management teams with respect to the compliance activities they carry out and assurance that legislation is being met.

Regular contact with contractors, suppliers and consultants with regard to the procurement of services, scoping works and performance against legislative and contractual targets.

Regular contact with our customers in relation to consultation on property safety matters & whilst undertaking customer liaison, either on site or through customer consultation panels.

Key Contact with external bodies such has, the Fire & Rescue service to ensure all building comply with legislation and to put in place actions following advice from these bodies when required.

Key contact for regulatory bodies such has the HSE in relation to property compliance & safety matters, including provision of data and information in relation to the impending Fire Safety Bill

Adherence to regulations and legislation relating to Electric, Gas, Legionella, Fire & Asbestos.

Knowledge, Skill & Experience Required

Educated to degree level and/or professionally qualified in property management or a related discipline and/or the ability to demonstrate relevant experience in an operational, Compliance or Health & Safety setting.

Demonstrable knowledge of fire safety regulations, building regulations and property maintenance/compliance issues.

Proven ability to lead, develop. Motivate and manage a team of staff and contractors delivering a variety of services.

NEBOSH or equivalent in a relevant safety / compliancy discipline would be desirable.

Expert knowledge and extensive working experience of relevant Health, Safety, Fire, CDM and Environmental regulations & legislation

A member of The Institute of Fire Safety Managers (IFSM) or equivalent would be desirable.

Experience & understanding of assessing operational risk factors and advising on measures to mitigate them.

Experience of delivering training to staff and customers across all facets of Building Safety & Compliance.

Experience of consulting with customers and delivering outcomes from consultation.

Strong and well-reasoned analytical and decision-making skills, and the ability and self-assurance to report to a variety of audiences.

Ability to work under pressure to meet targets & competing priorities

Experience of using technology, including, outlook, Microsoft office and database systems.
