Job description

Cordant People has an opportunity for an Advanced Information Analyst to work within the NHS based in Powys. This will be home working, but must be able to travel across Powys when required. Working 37.5 hours per-week, Monday - Friday and to start ASAP for up to 12 weeks. The hourly pay for this temporary role is £16.97.

JOB SUMMARY / PURPOSE:
The post-holder will lead the development, production and promotion of a wide range of complex statistical,
epidemiological and analytical information to inform decision making in the Renewal Strategic Portfolio Board, along with the collection, analysis and interpretation of data relating to the Renewal priorities. Provide specialist advice / training on complex statistical and analytical
information to Executive Directors, Senior Managers and clinicians across specialities and the whole system affecting the Powys population. This will include understanding complex cross-border differences in information for Powys residents receiving services in England and Wales. Provide operational and strategic support to the Renewal Priority Executive
Leads and Assistant Director Transformation & Value in complex capacity planning and modelling work as appropriate and deliver operational and strategic information requirements as necessary.
DUTIES & RESPONSIBILITIES
Communication - Required to promote the use of information to inform decision making and provide proactive specialist advice on highly complex, sensitive and contentious activity and information issues. Provide, present and report highly complex information and conclusions on a one to one basis or in a wide range of group meetings, including Board
meetings using presentational aids, internally and externally, the nature of which will vary from collaborative to confrontational. Ability to appreciate other points of view or other situations when dealing with highly complex sometimes conflicting information streams.
Provide clear communication when dealing with non-technical colleagues.
Use negotiation, persuasive and motivation skills to agree information
requirements where there are known barriers and to be able to understand and overcome those barriers. Network effectively and liaise across PTHB and partners at all levels, promoting performance improvement and performance management.
Evaluation - Analyse highly complex problems relating to activity, demand and capacity
information. Deal with complex facts or situations requiring analysis and
interpretation, including comparison of a range of options.
Manipulate, interpret and communicate information, identifying variances and trends whilst drawing conclusions in order to inform and influence services to certain courses of action.
Interpret and determine information needs and develop new and innovative
methods of using information flows which meet these requirements.
Manage information to proactively monitor and analyse performance against a multiplicity of targets and objectives.Make judgments and recommendations on demand and capacity modelling submissions detailing appropriate actions to users.
Develop access to and provision of national benchmarking data to inform local decision making. Undertake forecasting work involving statistical analysis of highly complex
trends, incorporating many sources of information and complicated aspects
including where some information is not available. Will exercise own judgement in the assumptions made in the production of this information.
Planning - Plan, organise and implement a broad range of complex and often conflicting activities and improvements in information services for the renewal priority portfolio.
Use specialist knowledge and experience to plan long term workload into
modules so that they can be planned into a project. Provide project management for numerous information systems and plans. Prioritise information requests from Renewal priorities and deliver information and informatics support within agreed and negotiated timescales. Frequent requirement to change responsibilities at short notice, re-prioritise and deliver to new timescales. Direct the priorities of individuals managed by others and the priorities of other organisations and departments. Produce technical documentation for proposed projects and developed systems.
Patient Care - Knowledge of Information Governance and the need for patient confidentiality in the handling of patient identifiable data using Caldicott guidelines.
Service Development - Provide analysis and development of performance indicators, proposing courses of action that directly influence / change PTHB or inter-agency policy.
Ensure that all analysis takes-into-account relevant policy. Support
implementation of any relevant local or national policy area. Ensure the development of information tools and performance management/information analysis techniques.
Financial - Responsible for the purchase of advanced technology equipment and / or
software. Recommend and promote value for money in the use of resources.
HR - Requirement to deliver recurrent and revised training and development to
Information staff and across PTHB in relation to Renewal priorities.
Indirectly responsible for Information staff assigned to work with the post
holder for Renewal priorities. Organise and provide formal and informal specialist training to members of PTHB staff and training to other users of information systems (e.g. Capacity Planning Tool, Theatre Productivity Tool and National Performance Framework).
Ensure continual personal and professional development and to maintain knowledge of any recent developments.
Information - Support the Renewal Executive leads and Renewal team in the design and use of national information applications used throughout NHS Wales (e.g.Capacity, Planning Tool, Theatre Productivity Tool, National Performance Framework) particularly in the cross-border context between England and Wales.
Create, test and make available information systems for the automatic creation and presentation of reports to colleagues working to deliver the renewal priorities.
Regularly design complex spreadsheets using advanced functions and formulate database queries for specific purposes. Provide accurate, useful and timely information internally and to external organisations, combining data from numerous sources.
Research - Regularly research, develop and provide technical solutions to new problems that have not been previously addressed. Undertake reviews and audits for pilot and new data collections to promote the validation of data. Develop methodologies for the collection, analysis and interpretation of information. Provide benchmarking data for national and local comparative analysis.
Autonomy - Work autonomously using own discretion to achieve agreed objectives (e.g. working to deadlines for information reporting).Proactively advise on available information to support the development and implementation of Renewal priorities.
Requirement to deputise for Transformation Programme Manager/Assistant Director Transformation & Value as necessary. Act as information specialist within the Transformation and Value Department. Work independently or as part of a team.
