Job description
MMP Consultancy currently have an opportunity for a Housing Asset Manager to join a housing association in Worthing.
We are seeking someone with substantial experience in delivering capital works, planned maintenance, and managing a repair service in social housing at a senior level.
This will be a permanent position paying £57,327p/a + Benefits.
You will be responsible for managing: Repairs & Modernisation Manager, Compliance Manager (Contracts), Compliance Manager (M&E) & Fire Safety Manager.
Job Purpose:
To assist the Head of Housing in making best use of the Councils residential properties including the delivery of the my clients Asset Management Strategy. In particular this will involve identifying and prioritising future programmes of work, ensuring current work programmes are well managed and delivering the quality required within agreed budgets and timescales.
To lead on planning, prioritising, and ensuring the effective delivery of planned and cyclical maintenance programmes on all residential properties owned or managed by the Councils including ensuring best practice and compliance with health and safety and fire safety regulations
To work closely with relevant parts of the Councils, including stakeholders, to achieve the Councils' goals in delivering new affordable homes, the Councils commitment to work towards becoming carbon neutral by 2030 and the ambitions defined in Platforms for Our Places
Description of Duties:
Lead on developing and implementing a long-term strategy for my client's stock and other residential properties owned by the council, including working with internal services to develop a place-based approach to asset management and stock investment, assessing the longer-term sustainability of the assets and identifying suitable interventions, including undertaking comprehensive options appraisals.
Lead on the delivery of an effective planned and cyclical maintenance regime and ensure compliance with all health and safety and fire safety obligations as a residential landlord
Oversee the application of appropriate programme and project management techniques to ensure work programmes are carried out within agreed timescales, qualitative, procedural, and financial parameters and in compliance with all relevant regulations.
Work with relevant departments and stake holders to create and deliver an environmental plan for my client's stock and other residential properties owned by the councils, aimed at reducing energy consumption, improving energy efficiency, reducing carbon emissions and also to reduce and recycle waste, in all managed residential properties.
Lead and manage teams to ensure they understand and buy into the vision for housing, are efficient and effective in the delivery of services and strive for continual improvement. Hold managers and staff to account for performance, celebrating success and dealing promptly with poor performance.
Deliver strong and effective budgetary planning, management and cost control within work programmes and set and maintain high standards in managing, monitoring, and reporting risk.
Deliver strong contract management and ensure compliance with the Council's procurement and contract management policies.
Responsible for overseeing all asset management related date for my clients stock and other residential properties owned by the councils so that is it accurate, timely, appropriate and robust.
Engage and involve stakeholders, residents and external bodies when developing and implementing programmes and ensure these groups are kept up to date with progress using all forms of communication.
Provide and present regular progress and audit reports to relevant groups.
Provide professional advise across multi-disciplinary teams relating to matters within the remit of the post.
