Job description
Our client a major Chemical Manufacturing group are looking for a Project Engineer/ Facilities Coordinator to join their team working from their facility based at Saltend Chemicals Park in Hull.
The role will be a contract role, open to Ltd Company / PAYE and will require any candidates to have existing right work in the UK. The facilities coordinator will report to the Turnarounds Construction Lead. The competence Requirements 3-5 Years experience in the Engineering/Construction industry in a similar/Project Engineer role 1-3 Years experience in working in a highly regulated COMAH facility that requires the highest standards of HSSE. Ability to compose and deliver a complex milestone schedule to complete and maintain the TAR facilities, including regular formal schedule and cost reporting Computer Literate including use of MS Office. Experience of SAP or similar CMMS would be an advantage. Responsibilities
Reporting to the TAR Construction Engineer the individual will be responsible for the safe delivery of the TAR facilities scope including adherence to schedule milestones and the approved budget. This will involve both the initial set-up/construction of the facilities, the "in-event" Management of and the demobilisation of the facilities post-TAR:-
Participate in the review of and ensure in-field adherence to the approved construction HSSE plan.
Conduct pre-mobilisation reviews for all sub-contractors and undertake contractor on-boarding.
Act as the primary day-to-day contact for issues relevant to the TAR facilities.
Coordinate safety initiatives / Communications etc. to maintain focus on Safety and schedule at the workface.
Undertake in field HSSE and productivity audits in the field.
Own all near misses raised on the TAR facilities, actively close them out in a timely manner, ensuring feed back to the HSSE team.
Report all safety incidents to the project stakeholders.
Support the investigation of all safety incidents/near misses.
Ensure all Control of Work processes are in place at all times and the CoW conditions implemented in the field.
Act as the primary contact for coordinating quality/technical issues regarding the TAR facilities.
May act as a Control of Work permit acceptor for works in the field.
Ensure that the optimum level of facilities are in place with a focus on off-hiring/demobilising ASAP in order to prevent additional costs being incurred.
Work with Procurement to source required goods and services in a timely and proactive manner.
Responsible for ensuring that the TAR facilities are complete and maintained in a timely and efficient manner by:
Working with the TAR Scheduler to create a manageable integrated programme for all trades.
Coordinating the supervision to deliver to programme.
Coordinating with the contractor to ensure resource availability.
Communicating with permit issuers to ensure permit availability.
Removing obstacles to the programme.
Reporting progress to the TAR & Projects Construction manager on a regular weekly basis and ad-hoc as required.
Management and approval/challenge of and scope/hours variation requests.
Coordinate and obtain pre-commitment spend approval using the DOA process.
Liaise with the site services provider to ensure all IT, Water telephones and wifi connection are in place prior to feed off
Coordinate with the Tactical Response Team to ensure that detailed fire risk assessments are in place for all occupied buildings and all requirements are met prior to, and during occupancy.
Liaise with the cabin and DAS shelter provides to ensure deliveries are maintained once a schedule has been agreed
Ensure all Facilities / Building has an inventory of equipment which is issued and signed.
Ensure that the requirements of the TAR Covid 19 Management/Response plan are implemented at all times.
Assign all contract personnel locker allocation for all cabins and DAS
