Job description

The Regional CFO, Arizona Market is responsible for providing financial stewardship and direction to the market entities through effective business leadership, strategy development, internal controls and operating and capital budget development, monitoring and management. Responsible for the integrity of all financial information and reporting. This position participates with other senior management to address, interpret, resolve and monitor a broad and diverse range of financial, operational and strategic issues. Contributes to the overall management of the market by driving key strategies and financial performance. Proactively works in a collaborative manner with hospital executives and other members of the Division Leadership Team to improve financial performance and attain strategic goals and objectives.
*KEY RESPONSIBILITIES: *

* Functions as the business strategy partner and provides direction and leadership in reviewing the organization's financial affairs and actively pursuing identified strategies and opportunities for operational improvement.
* Oversees all finance functions for the market, including financial reporting, accounting, payroll and disbursements, operating and capital budget process, strategic financial planning, financial analysis, forecasting and decision support.
* Develops and oversees budgets which conform to the strategic and financial plans.
* Verifies the integrity of the operating budget by measuring, projecting and analyzing variances and recommending appropriate action to senior leadership.
* Communicates financial information to management.
* Reviews key financial indicators of volume, cost, productivity etc. on a weekly, bi-weekly and monthly basis with the Division Leadership Team, and provides specific recommendations on how to improve these performance indicators. Works collaboratively leadership to monitor indicators of activity to support proactive management of operations and cost control including labor productivity.
* Leads the operational efficiency analysis, planning, integration and implementation work in collaboration with accountable operations leaders.
* Develops, implements and oversees appropriate financial operations, processes, and controls that provide accurate and timely financial information, community benefit reporting and other external reporting.
* Ensures appropriate internal controls exist and addresses any deficiencies noted.
* Oversees audits and accurate and timely filing of Federal and State tax filings.
* Monitor the balance sheets including cash and debt positions and proactively manages capital spending to ensure it is within budget.
* Proactively evaluates financial results by service line/program analysis and benchmarking to identify opportunities and provide substantive advice relative to improving financial performance.
* Identifies Identify performance trends and future changes, analyze the impact of these on financial operations and drive change in operating decisions.
* Identifies, evaluates, and makes recommendations on new business opportunities with a focus on growth. Drives implementations and change.
* Negotiates or provides input into business transactions, dealings and contractual arrangements including acquisitions, divestitures, joint ventures and physician relationships.
* Provides leadership for strategic financial and capital decision making.
* Coordinates, prioritizes, and leverages strategies and capital investments to achieve maximum benefit. Analyzes strategic options and lead ROI analysis advising the Hospital Presidents and other leadership on best strategic and financial direction.
* Drives the development of a strategic financial plan for the hospitals and act as the key partner in strategic capital planning and prioritization of investments to ensure strong long-term financial stewardship.
* Proactively evaluates actual versus forecasted results of strategic capital investments.
* Identifies reasons for variation and identify changes needed to further improve results.
* Ensures highly competent finance team through ongoing coaching, development plans, assessment of needs and talents and recruitment strategies.
* Actively participates in system-wide initiatives providing leadership, support and engagement to ensure successful assessment and implementation
* Maintains a working knowledge of applicable Federal, State and local laws and regulations, Code of Ethics, as well as other policies and procedures in order to ensure adherence in a manner that reflects honest, ethical and professional behavior.
* Other duties as assigned.
*REQUIRED KNOWLEDGE & SKILLS: *

* Must possess strong knowledge of the current healthcare environment and key issues associated with acute care hospitals, in addition to an in-depth knowledge of all aspects of healthcare finance and strategic financial planning.
* Ability to work in a complex matrix reporting environment.

*EDUCATION/EXPERIENCE/LICENSURE/TECHNICAL/OTHER: *

* *Education: * Bachelor's degree in Accounting, Finance, Business Administration, or related field required. Master's Degree preferred.

* *Experience* (Type & Length):
* Minimum of ten (10) years of experience in financial management with progressively increasing responsibility
* Minimum of five (5) years of experience as CFO, controller or finance director in a complex healthcare organization is required.
* Multi-site experience is required, with experience working in a large and complex healthcare system.

* *Certification/Licensure: * Certified Public Accountant (CPA) is required

* *Software/Hardware: * Microsoft Office and Outlook

* *Location: * This position can be based out of any Steward facility in AZ. We have facilities in Phoenix and Mesa.
