Job description

Title: Human Resources Manager
Reports to: Chief Operating Officer (COO)
Schedule Type: Full-time, Exempt
Location: Based in Anaheim, CA. CAIR-CA staff are currently working a hybrid schedule, with three days in-person and two days remote, and anticipate returning to fully in-person when it is safe to do so. May require occasional travel throughout California. Exemplary candidates in Sacramento, Santa Clara, or San Diego may be considered.
Pay Range: $70,000 - $85,000/year

Reporting directly to the Chief Operating Officer (COO), the Human Resources Manager will lead the organization's human resources practices and objectives to support an employee-oriented, high-performance culture that emphasizes empowerment, quality, productivity, standards, and goal attainment. They will be responsible for all aspects of HR including recruitment, retention, and performance management, compensation and benefits management, training and development, employee relations and compliance. They will serve as a strategic thought partner to management in developing a staff-oriented organizational culture that is reflective of CAIR-CA's core values, all while ensuring that HR efforts remain aligned with established operational and strategic plans.
KEY RESPONSIBILITIES:

  • Partner with management to understand and execute the organization's human resource and talent strategy particularly as it relates to current and future talent needs, recruiting, retention, and succession planning.
  • Oversee and ensure the standardization and implementation of the recruitment process including streamlining the process, creating best practices, and providing recruitment strategies.
  • Train hiring managers on best practices and support them throughout the recruitment process.
  • Maintain compliance with federal, state, and local employment laws and regulations, and recommended best practices; reviews policies and practices to maintain compliance.
  • Maintain and ensure employee personnel files are up to date, in compliance with all legal and contractual obligations, and maintained as confidential.
  • Develop, revise, and recommend personnel policies and procedures. Conduct regular reviews of the employee handbook.
  • Maintain updated job requirements and job descriptions for all positions.
  • Processes and administer all leave-of-absence requests and disability paperwork.
  • Establish and oversee employee safety program.
  • Oversee employee compensation and benefits programs by studying and assessing benefit needs and trends and proposing programs to management.
  • Manage all insurance policies and renewals including health, dental, retirement, and workers compensation plans.
  • Develop and administer human resources plans and procedures that relate to the organization's personnel.
  • Assess employee morale through various methods including conducting the annual employee engagement survey and advising management on strategies to improve employee morale.
  • Responsible for development and execution of employee initiatives including an Employee Wellness Program.
  • Provide support and guidance to management and operations staff when complex, specialized, and sensitive questions and issues arise.
  • Support managers with employee disciplinary meetings, terminations, and investigations.
  • Provide support and train managers on handling employee grievances, investigations, disciplinary procedures and resolving employee conflicts.
  • Manage the annual performance review process and ensure managers are competent in assessing and evaluating employees.
  • Train managers on how to best support employees including coaching and performance management training.
  • Serve as point of contact for employees on questions regarding policies/procedures including benefits and payroll.
  • Develop and provide training to staff on Human Resources topics.
  • Create learning and development programs and initiatives that provide internal development opportunities for employees.
  • Recommend tools and trainings regarding career development.
  • Manage payroll process and reports, workers compensation audits, and EDD requests.
  • Manage new employee orientation and onboarding process.
  • Oversee and conduct exit interviews.
  • Maintain organizational charts.
  • Maintain knowledge of trends, best practices, regulatory changes, and new technologies in human resources, talent management, and employment law.
  • Maintain professional and technical knowledge by attending educational workshops; reviewing professional publications; establishing personal networks; and participating in professional societies.
Other duties as assigned.
SKILLS & QUALIFICATIONS:
  • Bachelor's Degree in Human Resources, Business Administration, or related field. Seven years of HR experience with at least five years of HR managerial experience, preferably at a nonprofit organization, may be accepted in lieu of a degree.
  • At minimum five years of HR experience with at least three years of HR managerial experience; preferably at a nonprofit organization.
  • Commitment to social justice and CAIR's mission and values.
  • Experience coaching managers on HR issues, addressing performance issues, terminations, promotions, etc.
  • Experience with Human Resource Information Systems (HRIS) software and/or Applicant Tracking Systems.
  • PHR, HRCI or SHRM Certification (preferred).
  • Experience working in the American Muslim community (preferred).
  • Strong technical skills in Outlook, Word, Excel, and PowerPoint.
  • Knowledge of state and federal laws pertinent to the HR function.
  • Strong leadership skills with the ability to create a team environment.
  • Strong organizational skills, rigorously detail-oriented, and committed to accuracy.
  • High level of professionalism, dedication to outstanding customer service, and composure under pressure.
  • Excellent oral and written communication skills, including the ability to train or make presentations to large groups and the ability to prepare comprehensive written reports.
  • Adept at problem-solving and investigating complaints.
  • Ability to manage time, prioritize and work effectively to meet deadlines with minimal supervision.
  • Ability to interact with all levels of the organization.
  • Ability to deal appropriately with sensitive and confidential information.
  • Ability to work well independently and as part of a team.
  • Outstanding interpersonal skills, negotiation, and conflict resolution skills.
  • Strong desire to learn and grow professionally.
COMPENSATION:
  • Compensation in the range of $70,000 - $85,000/year , commensurate with experience
  • Fully paid Kaiser Health Insurance and Blue Cross PPO Dental Plan for employee and dependents
  • 3% retirement matching contribution
