Description:

The Payroll Manager will be hands on handling the organization's payroll functions, ensuring that pay is processed on time, accurately, and in compliance with government regulations for multi-state locations.

  • Oversees procedures and processes and manages inquiries and requests related to preparation and distribution of payroll.
  • Processes payroll transactions including salaries, benefits, garnishments, taxes, and other deductions, both weekly and semi-monthly payrolls.
  • Complete prevailing wage /certified payroll, Davis Bacon payroll reporting and supply certified reports to the requesting manager.
  • Ensures accurate and timely processing of payroll updates including new hires, terminations, and changes to pay rates.
  • Provide new hire training for non-exempt/hourly on inputting time, requesting time off and ensuring all team members complete timecards accurately.
  • Serve as the primary point of contact for employee payroll questions and time and labor questions via phone, email and in person, including supplying copies of paychecks and W-2's.
  • Maintains or oversees the maintenance of employee records in relation to payroll, i.e., Earned Time Off, Paid Sick Leave, etc.
  • Ensures compliance with federal, state, and local multi-state payroll, wage, and hour laws and best practices.
  • Facilitates audits by providing records and documentation to auditors.
  • Identifies and recommends updates to payroll software, systems, and procedures.
  • Completes state specific EDD forms and verification of employment requests.
  • Partner with departments in establishing written policies related to pay, expensing, and overall deductions and ensuring employee compliance.
  • Ability to establish working relationships with managers and provide timely communications and feedback.
  • Prepares and maintains accurate records and reports of payroll transactions.
  • Performs other duties as assigned.

  • Extensive knowledge of the payroll function including preparation, balancing, internal control, and multi-state payroll taxes.
  • Excellent organizational skills and attention to detail.
  • Strong analytical and problem-solving skills.
  • Strong verbal and written communication skills.
  • High degree of professionalism and confidentiality.
  • Strong work ethic and ability to be a team player.
  • Proficient with Microsoft Office Suite or related software.
  • Proficient with payroll software - Paylocity.

Education and Experience:

  • Bachelor's degree in Accounting, Business Administration, Human Resources, or related field required.
  • Four years of experience in payroll processing required with two years in a supervisory or management role preferred.
  • Public Works/Prevailing Wage/Certified Payroll Process (CPP) preferred.
