The Director of Talent Acquisition (TA) and Development will lead the U.S. and Global Talent Acquisition and Development efforts for the Company. This individual will design and implement strategies that help drive recruitment, talent retention and professional development. S/he will manage human capital competencies, skill sets, job roles, and learning and training initiatives, with the goal of helping develop employees for current and future roles. The incumbent will be responsible for building and cultivating strong partnerships with key stakeholders to offer thought leadership on organizational and people-related strategy to ensure attracting and retaining a high-performing, engaged workforce. S/he will have leadership, strategic an operational responsibility as a member of the Human Resources Department.
Essential Duties and Responsibilities:- Responsible for the development and management of the talent acquisition and learning and development strategy that positions the organization to attract and retain top US & Global talent.
- Create an environment where there is shared ownership with functional leaders around building a culture of hiring top talent and developing high performers in support of achieving Company-wide objectives.
- Oversee the end-to-end candidate process from initial screening to offer acceptance to ensure a positive candidate experience.
- Partner with key stakeholders across the Company to fully understand job requirements, and work side-by-side to facilitate a smooth hiring process for positions across the organization at all levels.
- Provide innovative sourcing and candidate engagement tactics to attract top talent, including leveraging technologies, social media and other recruiting resources to identify qualified passive and active candidates.
- Design, implement, and maintain/enhance organization-wide learning initiatives; Partner with leaders to develop high performing teams.
- Manage the Objectives and Key Results (OKRs)/goal setting and performance process across the organization.
- Ensure key stakeholders are informed and up to date on progress against key recruitment and development initiatives.
- Improve systems and tools that support the staffing and development process.
- Advise hiring managers on compensation strategies, building an efficient pipeline and proper workforce planning to reach hiring targets.
- Advise and coach employees and hiring managers on how to craft, interview, and advertise for their roles to attract top talent.
- Regularly manage pipeline activity and maintain data integrity, and proactively share data-centric updates with internal stakeholders.
- Ensure recruiting processes are aligned with Company diversity & inclusion initiatives.
- Promote a growth mindset, curiosity, learning quickly, and pushing for what's possible near and long term.
- Collaborate in compensation related activities including industry benchmarking data, pay grade leveling and overall support to ensure the Company's pay practices are competitive.
- Manage and maintain vendor recruiting relationships.
- Provide oversight for immigration initiatives including process development of sponsorship program.
- Provide reports, metrics and insights to support Management, Executive and Board updates and talent review processes.
- Maintain, review, and analyze employee data in ATS and HRIS ensuring data integrity.
- Analyze trends and metrics in partnership with HR group to develop solutions, programs and policies
- Coach, counsel and influence at all levels of the Company to ensure the Company has the talent and commitment necessary to motivate and drive stronger performance.
- Hire, develop and motivate a high performing team. Set team's annual deliverables/objectives, performance goals, and empower them to deliver on Pulse Biosciences' strategic priorities and objectives.
- May perform other duties as assigned.
- Bachelor's Degree in Business, HR related field, or equivalent combination of training and experience is required.
- 12+ years of overall talent acquisition experience with 5+ years of people management experience.
- Experience successfully designing and implementing leadership development programs and initiatives in a high-growth organization.
- Experience in medical device, biotech and/or pharma companies with international presence a plus.
- Experience supporting commercial organizations in a high growth environment.
- Experience in recruitment and human resources, with knowledge of current hiring practices, and deep experience in developing and delivering talent development programs.
- PHR, SPHR or SHRM-CP Certification highly desired.
- Experience with ATS, LMS and HRIS systems preferably ADP.
- Experience with Betterworks highly desired.
Skills, Abilities, and Other Requirements:
- Proficient knowledge and skill in Microsoft Office Suite applications. Understanding of web-based Human Resources applications.
- Able to provide clear, concise, verbal, and written communication when engaging with cross-functional leaders, colleagues, team members, and external parties.

- Ability to work as a team member, multi-task and be very flexible to adapt to the ever-changing work priorities and requirements of a dynamic, fast growing company.
