Job description
Position Overview
Under the direct supervision of the Director, Talent Strategy & Human Resources, the HR Business Partner will provide excellent service and guidance in the area of Human Resources for PLN's Charter School, Early Education and Student and Community Services divisions. The HR Business Partner will provide thought partnership to the PLN leadership team to support the divisions and provide HR service to PLN employees.
Duties
The Human Resources Business Partner will perform a broad range of duties spanning the full employment cycle, including, but not limited to providing expert counsel, support and/or monitoring of the following:
- Employee Relations: Handles employment-related inquiries from employees and supervisors, referring complex and/or sensitive matters to the appropriate staff. Conducts employee disciplinary meetings, terminations, and investigations.
- Credentialing/Certification: Monitor credentialing and permits in compliance with CTC regulations. Advise current and potential employees on proper state credentialing and permit qualifications, renewals, and requirements. Problem solve credential/permit solutions based on California law and employee's specific situation.
- HRIS: Ensure data integrity. Manage and maintain updated HRIS records on certificated staff and classified staff. Manage relationship between HRIS account manager and human resources team. Use strong HRIS skills to stay abreast of system updates and make proper process updates within department as new updates are rolled out.
- Audits: Support human resources department and divisions in preparing for oversight visits and audits.
- Compliance: Maintains compliance with federal, state, and local employment laws and regulations, and recommended best practices; reviews policies and practices to maintain compliance.
- Subject Matter Expertise: Maintains knowledge of trends, best practices, regulatory changes, and new technologies in human resources, talent management, and employment law.
- Personnel Transactions: Ensure the timely processing of all personnel changes.
QUALIFICATIONS AND EXPERIENCE REQUIREMENTS
- Proficient communication skills: Ability to write memoranda, create reports and facilitate meetings.
- Data fluency: Expertise in designing/evaluating both canned and ad hoc reports.
- Goal Setting: Understanding of outcome-based performance and process for determining key metrics.
- Ability to work independently, and coordinate multiple large projects through planning, prioritizing, and multi-tasking in a fast paced environment.
- Proficient in Microsoft Office, HRIS (Paycom knowledge preferred)
- Ability to display sensitivity, tact and responsiveness in various situations and maintain a high level of confidentiality
- Ability to understand and interpret agency and department/school policies and procedures
- Bilingual (English/Spanish) highly preferred
- Valid driver's license plus ability to provide own transportation to complete travel requirements of job. Regular/Daily travel to charter school sites and meetings as needed, 30-40%.
EDUCATION AND CERTIFICATION REQUIREMENTS
- Bachelor's Degree in Human Resources or related field
- HR certification (PHR, SPHR, SHRM-CP, SHRM-SCP) highly preferred
- 5 -7 years of relevant Human Resources experience
- 1-2 years of hands on HRIS experience
- Experience with California teaching credentials/permits, California Child Development Permits and BBS requirements
- Experience working in a school and early education setting (preferably charter school)
- Clear understanding of HR practices and legal requirements
- Knowledgeable of federal, and state labor laws and guidelines for employers
- Performance Management & employee relations problem solving and analytical skills. Demonstrated ability to research and analyze problems, provide feedback, and recommendations
- Experience providing guidance to school administrators, teachers, and employees regarding teaching credentials, and general human resources matters.
Other Requirements
- Successfully pass all post offer, pre-employment screening requirements, including criminal background check, drug test and provide proof of eligibility to work in the United States.
- Current certification in CPR/First Aid
- Must have reliable transportation and State required automobile insurance coverage and valid Class C California driver's license (mileage to be reimbursed)
