In close coordination with the Integration Support Group (ISG) Assistant Program Manager (APM), the Deputy APM directs all phases of tasking from inception through completion and responsible for the cost, schedule and technical performance of the subsystem. Coordinates the preparation of ECPs and CROMs, participate in writing proposal TD/BOEs, creation of a Bill of Materials (BOMs), negotiations of contract, costing green sheets and budgets. Serves as the Customer POC for ISG activities to include leading review sessions with internal and external Customers. Coordinate, recommending solutions such as the allocation of resources or changes to requirements. Provides leadership, guidance, and career development to the staff. Ensures adherence to Northrop Grumman's Space Systems sector policies.
Individual will manage the ISG support to two large restricted Development and O&M contracts, including classified and unclassified corporate business development initiatives and labs. Overseeing a distributed computer facility requiring working knowledge and experience with O&M project management, CM Processes and procedures and ability to work with various program segments from inception through completion. Individual will act as a customer contact for relevant program activities, in coordination with the Project Manager, participating in program review sessions with customers to discuss cost, schedule, and technical performance.
Establish milestones and monitor adherence to master plans and schedules, identify program problems and obtain solutions, such as allocation of resources or changing contractual specifications. Experience with project planning activities and cross team schedule integration desired. Individual must possess good communications and briefing skills, be capable of working in a team environment and have good interpersonal and organizational skills.
Basic Qualifications:
Bachelor's degree with 10 years of relevant program, operations or leadership experience; 8 years with a Masters; 5 years with a PhD
Active DoD Top Secret clearance (minimum) with current SSBI date; SCI clearance is required prior to start date
Preferred Qualifications:
Demonstrated leadership ability, excellent interpersonal and communication skills, a collaborative management style, and a focused drive to deliver on commitments
Direct experience and established relationships with relevant customers and stakeholders
Experience leading IT, systems engineering, and/or operations teams
Previous CAM experience; Ability to manage cost and schedule consistent with program budgets and established priorities
Ability to use EVMS to manage cost, schedule, and performance
Proven ability to effectively work across multiple contractor and customer organizations to form engaged teams, make decisions, and execute against challenging objectives
Familiarity with Agile/DevSecOps processes/tools and virtualized, cloud-based architectures is a plus
Operational site experience is a plus
Salary Range: 140600 - 210800
Employees may be eligible for a discretionary bonus in addition to base pay. Annual bonuses are designed to reward individual contributions as well as allow employees to share in company results. Employees in Vice President or Director positions may be eligible for Long Term Incentives.
