Job description
Under the supervision of the Laboratory Reporting Coordinator, this position will provide initial guidance, training, and support for the Alternative Laboratory Reporting team within the California Department of Public Health's California Reportable Disease Information Exchange (CalREDIE). The Alternative Laboratory Reporting team ensures that laboratories conducting SARS-CoV-2 testing and reporting these results via CSV file, manual laboratory entry, or other non-ELR modality are doing so with timely and complete data. The Alternative Laboratory Reporting Team Lead will organize and oversee the daily efforts of the Alternative Laboratory Reporting team, to include scheduling of routine data monitoring and quality control tasks, onboarding CSV and other non-ELR submitters to the CalREDIE system and triaging and coordinating ad hoc responses to emergent issues with CSV and non-ELR data quality. This position will require strong communication and collaboration skills as the incumbent will represent the Alternative Laboratory Reporting team and CalREDIE in various efforts with both internal and external stakeholders. As needed, this position may also support other COVID-19 projects.

ESSENTIAL FUNCTIONS
- Lead and coordinate the work efforts of reporting analysts to review incoming lab reports, data extracts, dashboards, and portals to identify reporting exceptions among non-ELR submitters
- Develop standard processes and protocols for analysis, investigation, resolution, and reporting of exceptions.
- Oversee and coordinate the identification of new data submitters and coordinate onboarding for non-ELR reporting.
- Oversee and coordinate the process of manual adjudication of CSV records that are received with incomplete information to ensure availability to local public health partners in a timely manner.
- Lead the Quality Assurance/Quality Control (QA/QC) processes on data received via CSV file submission.
- Document and communicate identified issues succinctly and in a timely fashion, escalating issues affecting test and/or case counts.
- Establish and maintain reliable, efficient, and effective methods for communicating with involved partners via telephone and email,
- Produce data visualizations and written and oral reports.
- Perform other duties as directed by the CalREDIE Lab Reporting Coordinator.
JOB QUALIFICATIONS
- Demonstrated ability to effectively communicate orally and in writing with public health, laboratory, technical and healthcare professionals and internal partners.
- Ability to perform data analysis, data cleaning, and data quality assessment with attention to detail.
- Knowledge and application of Health Insurance Portability and Accountability Act (HIPAA) requirements and protection of health information.
- Prior knowledge and experience with Health Level 7 (HL7), preferred
- High level analytical and problem-solving skills.
- Completes assignments in a timely and efficient manner.
- Ability to prioritize and manage multiple tasks and work independently.
- Demonstrate reliability and integrity.
- Prior knowledge and experience in use of CalREDIE, preferred.
- Fluency in spoken English is required.
Education/Experience
- Candidacy for or completed Master's degree in public health, informatics, laboratory sciences or related field, preferred
- Experience with clinical terminology and interpreting laboratory testing results.
- Experience in coordinating complex projects.
- Basic knowledge and use of data visualization software such as Tableau or R, preferred.
