Job Summary: The Control Testing & Evaluation Associate (CT&E Associate) is part of the first line of defense, reporting to the Global Trust Services Trust Operations Risk Manager. The CT&E Associate responsible for performing internal control reviews and testing of all aspects of the Global Trust Services comprehensive operational risk control testing program, including, but not limited to, the following: Compliance with applicable laws, regulations and organizational policies/procedures Evaluating and enhancing internal controls, assessing and enhancing the effectiveness of risk management processes, and evaluating and enhancing operational efficiencies. Additionally, the CT&E Associate is responsible for coordinating external control testing activities, including, but not limited to, supporting the following: SSAE 16 Options Clearing Corporation (OCC) SOX Further, the CT&E Associate may support vault inventory (and possibly other inventory) activities within our Northern and Southern California (currently San Diego and Little Tokyo/ Los Angeles) offices. As part of the Global Trust Services risk management team, this position further requires a general knowledge of and sensitivity to the current regulatory environment; adherence to the Bank's Risk Vision, and risk management policies and programs; ability to recognize and proactively address risk (including but not limited to those associated with Bank Secrecy Act, anti-money laundering, consumer compliance, fair lending, fiduciary responsibilities and privacy);and the ability to identify and appropriately manage risk. Major Responsibilities: • Control Testing and Evaluation (75%approximate) • Develop, perform, and document risk focused and based control tests to assure trust operations activities are being performed in compliance with bank and trust policies, procedures and regulatory requirements to mitigate operational risk to the firm. • Identify inefficient or ineffective policies, processes and procedures, and document and report findings. • Recommend preventive or corrective actions, and coordinate follow-up with business units. • Ensure tests are designed to address high, moderate and low risks unique to each assigned business operations unit and its risk tolerance objectives. • Develop test scripts that: 1) assess the design of the control structure and environment, and 2) test the existing controls to ensure they are functioning as management intended. • Identify control and compliance issues, assess and document the related risk, and make reasonable recommendations for resolution. • Ongoing communication with internal clients throughout the testing process to keep them apprised of progress and findings. • Prepare written reports that summarize the objectives, scope, findings and conclusions for each assigned review as requested. • Conduct and document all work in accordance with established department procedures. • Control Testing Coordination (25% approximate) • Coordinate control testing activities, including logistical scheduling and document retrieval) to support annual external control testing, including, but not limited to, SSAE 16, OCC, and SOX. Skills & Experience: • Typically requires a college degree or equivalent experience in finance, business or another relevant discipline. • Minimum 4-6 years of relevant experience performing internal control testing as a risk manager, internal auditor, compliance analyst, regulator, or similar capacity in the trust or financial services industry. • Scope of experience should include risk identification, mitigation and control assessments as well as writing test scripts and documenting results. • Solid analytical, evaluative and/or critical thinking skills to assess risks and controls in banking operations processes as well as demonstrated ability to identify, define and analyze alternative course of action. • Ability to assimilate, evaluate and articulate the impact to the business of new or proposed regulatory changes to control environment. • Excellent written and verbal communication skills. • Ability to interact effectively up to mid-levels of management. • Proven track record developing action and project plans and prioritizing assignments to meet critical deadlines. • Demonstrated ability to work independently with limited guidance on moderately complex assignments. • Excellent personal computer skills (Word, Excel, PowerPoint, etc.). • Comfortable working in a face-paced environment with a highly collaborative approach. • Ability to work and travel 25%.
