Job Description
Job Overview: The New Roots Program Manager is responsible for the overall strategy, implementation and service provision of the Sacramento New Roots program. Spending much time at the IRC farm, the gardens, and engaged with community partners, the Program Manager will oversee and manage all aspects of the program comprised of four key components: food secure resettlement for incoming refugees, nutrition education - including local school programs, community gardening, and urban farming. The Program Manager will be responsible for oversight of New Roots grants, including business development, budget management, reporting and compliance outcomes, and grant writing. The Program Manager will work with staff, a team of volunteers, and a network of community-based organizations to ensure success of this program. The position is also responsible for collaborations amongst programs within the Sacramento office and serves as a core member of the Sacramento leadership team. This position reports to the Senior Site Director.
Major Responsibilities:
Responsibilities include, but are not limited to:
Program Oversight
• Manage all aspects of the New Roots grants, including new business development, grant writing, project oversight, overseeing finances and budgets, supervising program staff, and monitoring program outcomes.
• Oversee the New Roots farm and garden sites, including overall farm management, soil amendment, irrigation, planting/harvesting, refugee farmers, and crop sales.
• Ensure successful project implementation for school education and garden projects, specialty crop programming, and the food safety outreach project.
• Recruit, train and supervise New Roots program staff, consultants, interns and volunteers; Create job descriptions, staff development plans, and complete regular performance evaluations.
• Responsible for completing accurate and timely reports for New Roots grants, overseeing subawards and contracts, and supervising project activities.
• Oversee the coordination of farm sales, including post-harvest handling and food delivery to restaurants, local markets, and farm stands; Serve as a liaison between the refugee farmers and purchasers.
• Manage and grow relationships with community based organizations, government agencies and private partners to develop and support a range of urban farming and food security health programming and identify innovative partnerships and opportunities.
• Conduct outreach to refugee and immigrant community members interested in participating in the New Roots program; actively engage clients in New Roots programming.
• Identify new sources of public and private funding for urban farming and food based programming; actively pursue in kind farm donations.
• Coordinate with resettlement team to ensure food secure resettlement programming; oversee nutrition education curriculum and delivery; monitor client understanding of curriculum through the development of surveys and other monitoring and evaluation tools.
• Coordinate community and public events, educational opportunities, volunteer support, community engagement activities, work days and other events which support and promote New Roots;
Staff Supervision
• Supervise a team of staff, including managing performance, creating staff development plans, sharing time and credit, creating a collaborative environment, impacting critical decisions, and promoting accountability;
• Responsible for the direct supervision of R&P staff members, including the Casework Supervisor, Housing and Logistics, Cultural Orientations, Language Access Coordinator, and Senior Caseworker;
• Provide regular individual supervision, coaching/mentoring, and performance feedback;
• Create effective new staff onboarding and training materials; help to ensure strong, standardized onboarding systems and regular guidance and training;
• Promote diversity and inclusion within the team and within the larger Sacramento office;
Other Responsibilities
• Serve as a key member of Sacramento's leadership team, participating in strategic and office-wide discussions and processes;
• Participate in all program meetings, staff development activities, and fully engages as a member of the team;
• Comply with all policies, procedures and protocols of the agency;
• Work to promote an equitable and inclusive office environment;
• Other related duties as assigned;
Job Requirements:
Education: Bachelor's degree in a field related to Agriculture, Business, Horticulture or Environmental Science, Nutritional Sciences or related fields required; Master's degree preferred;
Work Experience:
• Minimum four years of experience working in program management, food security/policy, urban agriculture, and/or community health programming;
• Experience in grants management and a proven track record in grant-writing/fundraising required (federal grants oversight preferred);
Demonstrated Skills & Competencies:
• Must possess strong English communication skills (written and oral).
• Demonstrated success in designing, implementing and monitoring multifaceted programs;
• Experience working with diverse, low-income, or immigrant communities preferred;
• Valid driver's license, active insurance, and ability to drive IRC box truck and vans.
Working Environment:
• Position requires a mix of general office work and farm/garden field activities. Requires the ability to engage in farm and garden activities, as well as to drive the IRC vehicles.
