Job description

Department Description UC Davis Health (UCDH) is an integrated, academic teaching and research healthcare organization maintaining the historic UC Davis tradition of being guided by public service in all its endeavors. UC Health includes the School of Medicine, the Betty Irene Moore School of Nursing, a 645-bed (Trauma Level 1) acute care hospital, a National Cancer Institute-designated Cancer Center, the M.I.N.D. Institute, and outpatient clinics throughout the Sacramento region.

Functioning under the umbrella of the Facilities Planning and Development Division at UC Davis Health, the Facilities Planning Department is responsible for advising and assisting UC Davis Health's leadership with the planning, oversight, and allocation of investments in future and existing capital and space improvements on the UC Davis Health Sacramento Campus. Facilities Planning (in coordination with the UC Davis Main Campus) provides guidance and oversight of UC Davis Health's Capital Improvement Program and capital project approval process; manages and advise upon the allocation of spatial resources and capital and lease investments; provides space utilization assessments and transition planning services; oversees real property (leased) as tenant representative; delivers tenant improvement projects in existing and new leased spaces; and develops and guides offsite facility operations for UCDH.

Capital Programs is responsible for the preparation of capital plans and the management of the capital improvement program; including capital project approvals. The Capital Programs Unit guides and facilitates small and large scale capital planning efforts in collaboration with UCDH senior leadership, the Schools of Health leadership, Directors, Managers, and unit heads helping to ensure the development of thoughtful plans for future capital investments for medical, education, research, administrative, and support spaces and facilities. The unit also helps to develop Long Range Development planning efforts, environmental sustainability initiatives related to capital investments, transition planning, and ensures proper coordination with the Davis Main Campus to make certain environmental policies, laws, and procedures are adhered to in capital planning.

Responsibilities

The role of this position is to develop and manage UC Davis Health's Sacramento site and facilities master plan which seeks to address the site, lease, utilities, landscape, and facilities investments with budgets typically anywhere between $10 million and $5 billion in singular or in aggregate over the next 20 years. This position will primarily be focused on site development, civil and infrastructure capital projects, buildings, sustainability, transportations, and environmental initiatives related to the physical configuration of the built environment for owned properties and the stewardship of areas as a welcoming public space that is navigable and legible to all those who visit a UC Davis Health site. This position would also work with authorities and jurisdictions to develop sites in accordance with state, federal, and local law. Projects at this level have prominent significance within the campus, require Chancellor approval and involve the direction of multiple high-level design and engineering professionals. The position may coordinate and direct projects from concept through design and from construction to closeout with minimal supervision by others. The position may work on smaller projects that are incidental to major projects.

Required Qualifications

  • A Bachelor's degree in urban design, architecture, engineering, business, public policy, social sciences, planning, or related fields, or at least 8 years of education and experience in a higher education or government environment
  • Significant experience successfully managing architectural and engineering capital and non-capital projects of the largest scope and complexity, including direct responsibility for the leadership of project teams and the development and management of overall project budgets and schedules.
  • Significant experience preparing planning documents and design guidelines for a university, life/health science medical center or another type of large landowner, and experience responding to Request for Qualifications or Request for Qualifications Proposals.
  • Significant experience developing urban design concepts and translating design guidelines into real-world, physical projects.
  • Expert knowledge of project management, construction management, and high-level technical expertise of building and site systems typically acquired through the acquisition of a degree from an accredited curriculum or professional licensure in architecture/engineering or through extensive experience in planning and management of construction and renovation of buildings, facilities and physical plant systems and equipment.
  • Experience planning and designing public space and creating more sustainable landscapes.
  • Experience with quantitative and qualitative analyses and the integration of geospatial analyses into the evaluation of planning scenarios.
  • Experience working collaboratively in a fast-paced environment of diversity with changing priorities and contrasting goals.
  • Expert level experience with stakeholder management and leading within a matrixed environment.
  • Experience developing business case analyses.
  • Expert level skill to synthesize divergent views into planning strategies that deliver on seemingly conflicting goals.
  • Expert level written, verbal and visual communication skills and a proven ability to present planning concepts to diverse audiences.
  • Proficiency with Microsoft Word, Excel, and Powerpoint.
  • Skills to appropriately apply practices and procedures to meet University's building program requirements and objectives.
Preferred Qualifications
  • Professional license in Engineering or Architecture or similar field is desired, or equivalent professional certification such as AICP, DBIA, PMP, or other certification.
  • Master's degree in urban design, architecture, landscape architecture or related fields, or an equivalent combination of education and experience in a higher education environment.
  • Experience planning and designing transportation infrastructure for bicyclists and pedestrians.
  • Demonstrated experience with design and construction contracts, contract law and construction claims procedures
  • Knowledge of current project and construction costs and experience with industry standard cost estimating systems.
  • Construction administration experience to monitor contractor operations for conformance to contract documents and applicable codes, review and negotiate contractor claims, to oversee the work of inspectors and testing agencies and to actively assist project team in the resolution of technical and procedural challenges.
  • Familiarity with JCAHO Standards, California and industry building codes and regulations pertaining to hospitals and healthcare facilities, ADA compliance, fire codes, municipal ordinances, university regulations, policies and procedures.
  • Sufficient financial and accounting skills to develop and manage project budgets. Knowledge of construction sequences and practices to prepare and/or review project schedules.
  • Knowledge of project constructability and skills to anticipate problems in implementation of design.
  • Skill to recommend alternate approaches to eliminate such problems.
  • Superior oral and written communication skills. Ability to deal effectively with a broad range of individuals from construction workers to the highest levels of University's management personnel, occasionally under stressful circumstances. Written communication skills to prepare clear, concise and professional reports and correspondence.
  • Skill in organizing and prioritizing assignments to complete work in a timely and efficient manner, particularly when there are changes in workload or assignments due to pressures of deadline and heavy workload.
  • Basic understanding of AutoCad, ESRI Arcview, Adobe Creative Suite and Sketchup.
  • Financial skills to prepare, monitor and manage detailed project budgets, evaluate independent cost estimates, and review and approve payment requests.
  • Strong working knowledge of spreadsheet computer software such as MS Excel.
  • Interpersonal skills necessary to represent the University in negotiations with construction personnel and to come to a fair agreement for both parties.
