Job description
Accountable for recruitment of licensed, support, and management personnel by sourcing, identifying, qualifying, attracting, and retaining quality employees for the organization. Develops and executes recruiting plans. Manages the electronic requisition process for all positions utilizing LifeStream's applicant tracking system. Establishes and maintains relationships with hiring managers to stay abreast of current and future hiring and business needs. Performs administrative duties and recordkeeping pertaining to the recruitment process.
ESSENTIAL DUTIES AND RESPONSIBILITIES include the following. Other duties may be assigned.
1. Works directly with hiring managers on recruiting planning for each open position.
2. Efficiently and effectively fills open positions.
3. Conducts regular follow-up with managers to determine the effectiveness of recruiting.
4. Develops a pool of qualified candidates in advance of need, wherever feasible.
5. Researches and recommends new sources for active and passive candidate recruiting.
6. Builds networks to find qualified passive candidates.
7. Posts openings online, with professional organizations, and in other position appropriate venues.
8. Utilizes social and professional networking websites to identify and source candidates.
9. Works with the Marketing department to update and improve LifeStream's career website and recruitment materials.
10. Coordinates college recruiting initiatives and develops working relationships within the colleges to aid in recruiting.
11. Attends career fairs for recruiting and company recognition.
12. Ensures Affirmative Action outreach and data tracking.
13. Maintains all pertinent applicant and interview data in the applicant tracking system and other formats as necessary.
14. Reviews applicants and identifies qualified candidates for prescreening interviews.
15. Ensures reference checks, background checks, and other post-offer screenings are conducted appropriately.
16. Manages the scheduling and logistics of all interviews between hiring managers and candidates.
17. Determines salary offers and related financial matters (i.e., special compensation, sign-on bonuses, relocation, etc.).
18. Conducts orientation processes related to on-boarding employees including post offer drug testing and processing and collecting New Hire paperwork.
19. Evaluates cost benefit of utilizing 3rd party recruiting agencies and maintains close working relationships with those selected to partner with us.
20. Prepares and distributes regular reports such as vacancy reports and affirmative action reports.
21. Performs other duties as assigned.

COMPLEXITY:
Work mostly includes various duties involving different and unrelated processes and methods. Decisions on what needs to be done frequently require analysis of the subject in each assignment, and chosen course of action may be selected from several alternatives. Work involves conditions and elements that must be analyzed to identify interrelationships. Work may often include varied duties requiring many different and unrelated processes and methods such as those relating to aspects of administrative or professional fields. Decisions by the employee as to what needs to be done include assessment of unusual circumstances, variations in approach, and incomplete or conflicting data.
NATURE AND EXTENT OF SUPERVISION PROVIDED TO THE POSITION:
Overall, objectives and resource allocations are determined by the Supervisor, providing broad administrative direction, with assignments given in terms of broadly defined missions or functions. Employee plans, designs and carries out programs, projects, studies, or other work independently. Results are considered technically sound by virtue of the employee's expertise, and are generally accepted with review only for conformity to objectives, contribution to program goals, or advancement of technological understanding.

EDUCATION:
Four-year Bachelor's Degree (BA) in Business Administration, Human Resources, or other related field, or equivalent work experience.
EXPERIENCE:
Minimum three years' experience in the field of Human Resources required, with a minimum of 2 years' recruiting experience preferred.
CERTIFICATES, LICENSES, ETC.
Current California Driver's License.
PHYSICAL DEMANDS:
Refer to ADA checklist attached for physical demands.
WORK ENVIRONMENT:
Typical non-standard conditions with moderate risks, including driving and equipment.
