Summary

The Deputy Director of Housing & Residential Programs is a member of the agency's Senior Management Team, with primary responsibility for the management and oversight of Swords to Plowshares' permanent housing and residential programs serving homeless and formerly homeless veterans and veteran families across all agency housing sites. The Deputy Director of Housing & Residential Programs also provides input into new housing developments, grant opportunities, and strategic planning processes. This position reports to the Chief Operating Officer & Housing Director and Executive Director.

Responsibilities

  • As a member of the Senior Management Team, provides input to the Executive Director, Chief Operating Officer, Chief Financial Officer and other senior management staff regarding agency operations and strategic planning, with an emphasis on the Housing & Residential Programs portfolio
  • Hiring and direct supervision of Director of Property Management, Program Manager for On-Call staffing, Program Manager for Residential Services, and Clinical Director of Housing & Residential Programs
  • Staff development and training across the housing portfolio in concert with the Clinical Director and Director of Property Management
  • On-Call after hours for onsite emergencies and staffing needs across all housing sites

  • Provide clinical coverage as needed
  • Attend meetings as required by external funders
  • Maintaining strategic relationships with agency funders and referring agencies
  • Engaging with residents and responding to resident concerns as they arise
  • Representing the agency and the needs of veterans through participation with collaborative partners and multiple agencies at the local, state, and federal level

  • Providing oversight of residential programs budgets, including grants oversight, contract reporting, and documentation requirements
  • Assists with proposal and grant writing for Residential Programs in collaboration with the internal Resource, Development and Communications team (RDC)
  • Assists with developing new residential and housing programming opportunities
  • Furthering the Agency's integrated services model through encouraging referrals and combined service-delivery strategies between Residential Programs and other internal departments
  • Responds to requests from the Board of Directors as directed by the Executive Director

  • Other duties as required by the Chief Operating Officer and Executive Director

Requirements

  • Thorough understanding of the needs of homeless and formerly homeless people, with particular emphasis on readjustment issues, substance abuse, mental health, and residential treatment modalities, including both Housing First and Recovery housing/treatment models
  • Ability to work under tight deadlines and with minimal supervision

  • Knowledge of affordable housing programs (i.e. HUD-VASH, HUD McKinney, Tax Credit, Sec. 8)
  • Knowledge of landlord tenant issues and conflict resolution
  • Knowledge of Fair Housing, ADA, and 504 compliance related issues
  • Ability to interact with government agencies, other service providers, and the community
  • Excellent administrative, organizational and written/verbal communication skills

  • Experience managing program personnel, grants, and budgets
  • Must be able to communicate effectively with a variety of personalities and be comfortable working with an at-risk client population, including embracing the agency's Diversity, Equity, and Inclusion Initiative


Education

  • Advanced degree in behavioral science, or related fields, required
  • Clinical Licensure in good standing as recognized by the State of California's Board of Behavioral Health Sciences, required


Experience

  • Minimum of 5 years experience in program management of Permanent Supportive Housing and residential treatment programs
  • Minimum of 3 years experience managing program contracts and budgets with an understanding of the Housing and Urban Development (HUD) McKinney Continuum of Care funding process
  • Minimum of 3 years experience in direct staff supervision
  • Experience supervising multi-disciplinary treatment teams highly desirable

  • Minimum of 3 years experience of managing service delivery in residential settings: transitional and permanent housing serving single adults and families who have experienced homelessness and/or are currently experiencing homelessness
