About the Position
Please note: This is a departmental promotional opportunity available only to current Sheriff's Office employees with permanent status.
The Business Systems Analyst series is distinguished from other technology classes in that positions in this series are focused on business process improvement, utilizing the specialty technology classes, including Software Engineer, Systems Administrator and Information Technology Specialists. This class is distinguished from the Information Technology Project Manager series in that the latter is assigned large and complex technology initiatives that typically involve multiple County departments.
Under direction, classes in this series perform professional-level duties in the application of information technology to improve County departmental business and administrative processes; reviews business functions and strategies; identifies, proposes, and implements business process changes; collects and analyzes operational and systems data, and performs other duties as required.
Business Systems Analyst III is the advanced journey level in the series and may act as a lead worker. The primary differences in levels within the series are based on supervision received; depth of knowledge of information technology concepts, practices, and methods; and complexity of assignment. The Business Systems Analyst III serves as the subject matter expert for the Business Systems Analyst I and II and other staff and is responsible for the most complex tasks.

Employment Standards
Knowledge of:
- Principles and practices of project management and business change management
- Methods of data collection, analysis and interview techniques
- Principles of cost benefit analysis and return on investment assessments
- Current and future information technology trends and business process analysis
- Technical knowledge of databases, report development, operating systems and content management systems
- Off-the-Shelf and packaged software applications, system configuration and programming
- Business applications; Word, Excel, Power Point and Enterprise Resource Planning systems
- Current computer programming languages and project management techniques
- Vendor contract management and professional services and other contractual terms and conditions
- Techniques for leading cross-functional groups to build consensus
- Methods and techniques of developing and presenting technical documentation and training materials
- Principles of budget management and financial controls
- Accepted methods of employee training supervision and work planning
- Collect and analyze data and identify patterns, barriers and opportunities for efficiency

- Read, interpret and clearly document technical information and instructional manuals
- Learn and assess department technology systems and business processes
- Assess and mitigate risk factors arising from changing business systems and processes
- Establish and maintain effective vendor relations
- Identify milestones, prioritize actions and meet project timelines
- Extract and analyze data to identify inefficiencies in work processes
- Establish and maintain effective relationships with those encountered in the workplace
- Effectively facilitate meetings, create and deliver presentations and build consensus
- Work effectively in a dynamic, changing environment
- Collect, interpret and evaluate statistical and budgetary data
- Coordinate the work of others and communicate department needs to supervisors
A combination of education, training and experience which provide the required knowledge, skills and abilities listed. Typically, this would include:
Business Systems Analyst I: Bachelor's degree in Business Administration, Public
Administration, Computer Science, Information Systems AND one year of experience involving business process analysis, systems planning, information systems, and/or project management.
Business Systems Analyst II: In addition to the above, two years of experience equivalent to a Business Systems Analyst I with the County of San Luis Obispo.
Business Systems Analyst III: In addition, one year of experience equivalent to a Business Systems Analyst II
