SUMMARY

This position reports to the Director of Compliance & Operations Support, Central Office, within the Property Management Division of the MidPen Housing Management Corporation. The Internal Control Analyst is responsible for compliance performance management of new properties to be leased, acquisitions, refinance, rehab, syndications/re-syndications, or new NOFAs (Notice of Funding Availability) which impact or restructure the existing financing of a property. The responsibilities include understanding and conveying the funding program layers to all stake holders; reviewing loan documents to assure that multiple funding layers can be interlinked; creating a funding matrix from the first agreement through software set up (Utilizing the property managements software system RealPage OneSite) to document all requirements; and assuring all compliance parameters are met and carried through lease-up related activities and permanent loan closing.

ESSENTIAL DUTIES

* Review financing and funding application scenarios to assure the proposed programs/funding can be layered with one another and communicate feasibility concerns to Development and Property Management staff
* Review regulatory agreements for different affordable housing programs including LIHTC, HOME, HCD, HUD, City, County, or private loan documents and assure the funding can be layered with one another and identify and document concerns and solutions
* Document and generate funding layer/program requirements via property summaries and collaborate with Development Staff and other internal and external business partners in validating regulatory and business requirements for Property Management software settings. (RealPage OneSite)
* Provide support to management with information needed to establish and achieve fair and sustainable compliance requirements throughout the lease-up period
* Provide quality support to the Property Management Division in researching and resolving regulatory program interpretations and conflicts
* Communicate changes on funding layer/program, assignments related to funding program configuration
* Collaborate with the Compliance Manager and/or Senior Compliance and Systems Analyst, to analyze software configuration needs with the funding layers to assure compliance with regulatory requirements
* Contribute to the overall success of the Property Management Team by assisting in compliance related milestones throughout the life of the project including coordinating of internal and external audits, assuring the necessary reports are issued, and satisfying all other requirements to support permanent financing of a project through the issuance of tax credit syndication
* Develop and maintain positive relationships with all internal and external entities
* Prepare or complete reports as requested

QUALIFICATIONS

To perform this job successfully, an individual must be able to perform each essential function satisfactorily. The requirements listed below are representative of the education, knowledge, skill, and/or ability required.

* Bachelors Degree in Business, Finance, Real Estate, Computer Science, Development or other related field
* Minimum of three (3) or more years of Compliance/Property Management or Real Estate work related experience
* Industry knowledge of regulatory requirements related to affordable housing; LIHTC, HOME, CalHFA, RHCP, HUD, MHP and other governing authorities
* Proficient in Microsoft Office Software, including Excel, Word and Power Point. Extensive experience in Excel preferred
* Demonstrated ability to read and interpret documents such as operating instructions, procedure manuals, regulatory agreement, and other related documents.
* Demonstrated ability to write reports and correspondence and compile data accurately and proficiently
* Demonstrated ability to communicate effectively and by phone and in person with all cross functional partners while exhibiting a high level of professionalism
* Demonstrated ability to manage multiple projects and work well independently or with a team while meeting deadlines and exercising good judgment
* Demonstrated ability to complete assigned tasks timely and independently
* Must possess a valid California Drivers License, reliable transportation, and current proof of insurance

PHYSICAL REQUIREMENTS

* Constantly perform desk-based computer tasks
* Frequently sitting
* Occasionally stand/walk, reach/work above shoulders, grasp lightly/fine manipulation, grasp forcefully, use a telephone, sort/file paperwork or parts, lift/carry/push/pull objects that weigh up to 10 pounds
* Rarely twist/bend/stoop/squat, kneel/crawl
