Budget & Finance is part of the Planning & Resource Management (PRM) department at the University Library. PRM is the administrative arm of the University Library and exists to advance the Library's mission by providing an effective resource management infrastructure.
The UCSC Library, founded in 1965, is the largest research library between Stanford and Santa Barbara despite being one of the smallest general libraries in the University of California system. We share with other academic libraries a commitment to intellectual freedom and the widest possible access to information. Position Summary
Under the direction of the Library Budget & Finance Manager, the incumbent uses skills as a seasoned, experienced professional with a full understanding of industry practices and organizational policies and procedures to support the Library's operating budget. The incumbent supports reconciliation of the Library's operating ledger, the accounting module of the Library Management System, and a variety of collections-related financial processes. The incumbent resolves a wide range of issues in imaginative as well as practical ways; works on problems of diverse scope where analysis of data requires evaluation of identifiable factors; and demonstrates good judgment in selecting methods and techniques for obtaining solutions. This position interacts with contacts that are both internal and external to the department. In addition, Library Budget & Finance works to implement and revise policies and practices with an emphasis on Diversity, Equity, and Inclusion.

Salary Information: $66,300 - $93,200/Annually. Salary commensurate with skills, qualifications and experience.

JOB DUTIES
50% - COLLECTIONS BUDGET ANALYSIS & REPORTING
Applies professional concepts to perform moderate-complex financial and resource analysis to understand past performance and determine present and future performance and resource allocations. The incumbent:
* provides financial reports and analysis on the Collections Budget using the Library Management System (LMS).
* reconciles Library reports with campus operating ledgers and ensures the resolution of discrepancies as needed.
* provides off-cycle reporting as needed.
* performs Monthly Close, Fiscal Close/Year-End and Beginning of the year activities.
Coordinates and implements department budget allocations. Conceives of and maintains department chart of accounts, other data management tools, and related business processes. The incumbent:
* determines and maintains the process for the Startup/divisional funds and other unique collections funds.
* determines and executes the process for fund transfers and expense transfers as needed.
* gathers, analyzes, prepares and summarizes recommendations for financial and/or resource plans, including annual resource allocation approaches, trended future requirements, operating forecasts, sources and uses. Using data analytics tools within l the local LMS and other campus level systems, generates, modifies, and conceives of new financial or other resource reports as needed.
Applies advanced financial concepts to prepare, process, review, and approve financial transactions. The incumbent:
* manages the accounting functions in the Library Management System and campus financial system (FIS), which includes invoicing, auditing and reporting.
* performs as a point of contact with vendors and the campus accounting to ensure California State Board of Equalization tax compliance.
* monitors appropriations, encumbrances, and expenditures for 150+ current fund codes.
* prepares and processes prepaid accounts and recharges including California Digital Library(CDL) recharges.
40% - NON-COLLECTIONS BUDGET ANALYSIS & REPORTING
Provides analytical support for complex budget, financial, and resource analysis projects. The incumbent:
* reconciles monthly expenses including payroll (DOPEs) and produces various reports.
* works with the Library Budget & Finance Manager on monthly operating budget reconciliation.
* provides support with Library dashboard maintenance.
* supports Fiscal Close/Year-End activities and beginning of the year activities.
10% - OTHER/MISCELLANEOUS
Performs complex financial or resource research and studies for various internal department constituents. The incumbent:
* maintains and modifies the InfoView custom reports as necessary.
* supports the Library Budget & Finance Manager with ad-hoc projects.
* independently gathers information as needed to perform analysis.
As needed, provides department support in the areas of financial process analysis and design, financial system or procedure testing and implementation, financial documentation and workflow, and financial security.
* May train departmental staff on financial systems and processes--and as appropriate, creates and contributes to an effective team environment.
Ensures the appropriate internal controls are addressed, maintained and strengthened to protect University resources. The incumbent:
* manages the Designated Office of Record (DOOR) Standards procedures, and internal procedure documents.
* develops and documents procedures for financial activities and maintains the documentation on the Library's dedicated secure server to preserve institutional knowledge regarding the operations of the unit.
Provides backup and support for any necessary task within the team/unit.
Participates in appropriate professional development opportunities relevant to the incumbent's position, the Library's business needs, and in support of the incumbent's career goals.
QUALIFICATIONS
* Thorough knowledge of finance policies, practices, and systems.
* Ability to independently gather required information to organize and perform financial analysis assignments.

Preferred Qualifications
* Bachelor's degree in related area and/or equivalent experience/training.
* Bookkeeping Certificate.
* Certified Public Accountant.
* Working knowledge of UC policies and procedures related to budget management and finance.
* Experience with Data Warehouse and/or Ellucian Banner.
* General knowledge of, and experience with library acquisitions practices and Library Management systems such as Alma or similar.
