- Advises leadership and provides responses to proposed legislation, policies, and standards of higher authority regarding human resources issues.
- Assigned functional areas may include : Recruitment and Placement (R&P), Technical Review (TR), Compensation, HR Info Systems (HRIS), and Manpower.
- Evaluates the performance of subordinate section Chiefs.
- Provides performance standards to the Section Chiefs and Supervisors and ensures the parity of rating techniques used by the Chiefs to rate the subordinate staff members.
- Serves as the Network and facility HR advisor to the facility executive leadership team for the Human Capital Programs.
- Develops creative solutions to recruitment and retention challenges.
- Leads an effective Employee Workforce Development program.
- Provides consultation and advice on ways to address process, structure, culture and people challenges or opportunities with initiatives that are aligned with the HCM policies and strategies.

Time-In-Grade Requirement GS-14: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-14 position you must have served 52 weeks at the GS-13. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade.

You may qualify based on your experience as described below:
Specialized Experience GS-14: You must have one year of specialized experience equivalent to at least the next lower grade GS-13 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Evaluates the work performance of subordinate staff members and recommends appropriate awards to enhance effective performance or acts to deal with inadequate performance, through counseling, training, coaching and other means. Advises leadership and provides responses to proposed legislation, policies, and standards of higher authority regarding human resources issues. Advises and consults to the VISN senior leadership and executives in the VISN office as well as top management at facilities regarding all assigned HR functional areas. Serves as a key member in various VISN and WMC committees and activities working directly with leadership to develop an HR strategy that closely supports and facilitates meeting local organizational goals. Communicates performance and quality targets and ensures subordinate Chiefs and Supervisors of HR Shared Services units understand and are working purposefully and with clarity to meet them. Responsible for the leadership development and accountability of assigned Chiefs and Supervisors. Provides consultation and advice on ways to address process, structure, culture and people challenges or opportunities with initiatives that are aligned with the HCM policies and strategies.
