The supervisor of the Manpower Data Systems team is a member of the VISN Human Resources Management Office (VHRMO). The incumbent serves as a technical expert and senior advisor and supervises a team that supports VISN position management and manpower data system capabilities within HR Smart.

Duties

Duties included but are not limited to the following:
  • Serves as the intermediary between VHA's Manpower Management Office and the Network Office to execute and implement programmatic risk management, strategic planning and the development of new business processes, system requirements, and directives/policies.
  • Provides authoritative technical leadership, advice, and assistance on highly complex, controversial, or precedent setting matters.
  • Provides creative and technically sound solutions to challenging problems including high visibility and critical issues.
  • Leads the development of business processes, system requirements, and directives/policies to support new, enhanced workforce management capabilities.
  • Enforce and define metric and analysis systems to assess efficiency, effectiveness, and compliance; implementing quality improvement initiatives.
  • Formulates program goals, plans, policies, and procedures dealing with the development and deployment of VISN wide position management, manpower, and workforce planning requirements.
  • Makes recommendations to VHA Manpower Management Office and other senior management officials to improve operational efficiencies and planning effectiveness of VISN-level human capital strategies.
  • Compile and present specific strategies to address any leadership or workforce gaps identified in analyses using best practices from other organizations.
  • Serve as a technical expert and programmatic consultant for assigned mission areas.
  • Manages the network's strategic alignment and workforce succession planning efforts. Compiles and presents specific strategies to address any leadership or workforce gaps identified in the analyses.
  • As directed, responds to inquiries from higher headquarters on human resource issues and joint manpower issues and special projects, leading coordination on all responses when necessary.
  • Presents formal and informal briefings pertaining to manpower, human resources, contingency planning, and other management programs to the Director, senior staff, or visiting officials.
  • Manages the development of policy changes in response to changes higher-level changes, guidance, funding, and/or priorities.
  • Plans work to be accomplished by subordinates, sets and adjusts annual, short-term and long-term priorities, and prepares schedules. Assigns work to subordinate employees based on organizational priorities and consideration of difficulty and requirement of assignments such that the experience, training, and abilities of the staff are effectively utilized to meet organization and customer needs.
  • Balances workload and provides advice, guidance, and direction of a wide range of workforce development and administrative issues. Structures assignments to create effective and economical positions.
  • Performs self-inspection and presents detailed and comprehensive reports with any corrective actions for subordinates and follows up to ensure complete and quality resolution of discrepancies.
  • Develops, modifies, and/or interprets performance standards. Explains performance expectations to employees and provides regular feedback on strengths and weaknesses.
  • Facilitates and conducts a comprehensive manpower requirements determination and process improvement projects and organizational analyses of a wide diversity of functions and work processes and provides strategic planning alignment and consults executive management capabilities to improve mission effectiveness, resource efficiency, and resource savings.
Work Schedule: Monday through Friday 7:30 am to 4:00 pm or 8:00 am to 4:30 pm

Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 11/23/2021.

Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-13 position you must have served 52 weeks at the GS-12. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade.
