Definition: Perform advanced, complex, technical managerial and professional work in the areas of compensation and benefits. This position requires extensive knowledge and expertise in the area of Benefits development and administration, knowledge of compensation law and systems, and an understanding of how to strategically apply Compensation and Benefits best practices and advance organizational goals. Work involves responsibility for the compensation and benefits plans and programs throughout the City of Longmont. Position also serves as Privacy Officer for Health Information Management (HIM) as it relates to employment as well as to the City's medical plan(s).
Principal Duties: Oversee and Manage City Compensation and Benefits programs to ensure a competitive package and attractive working environment for employees. Manage the design, implementation, and administration of City compensation and employee benefits programs. Oversee and manage the Pay plan for City employees. Manage the Compensation and Benefits Assistant and Retirement Plan Administrator. Manage the benefits provider selection and contract processes either directly or through brokers or third party administrators. Negotiate rates, provisions, coverages, and contract details. Evaluate provider services. Calculate and recommend premium levels. Manage data utilized for compensation systems. Ensure compliance with Pay plan policies, and ensure that data utilized is optimized. Make recommendations for change to policies as appropriate to ensure a competitive pay and benefits package. Review costs, utilization, and survey data to ensure cost effectiveness and funding requirements of plans. Make recommendations to Directors and City Manager for plan changes and adjustments. Oversee the City's participation in external surveys and informal survey responses. Maintain and ensure all benefit plan documents, forms, communications, and documentation is in compliance with applicable laws and regulation. Complete required reports. Oversee position audit requests. Resolve administrative problems, coverage issues, and claim appeals with employees and providers. Make final decisions regarding coverage issues. Manage the open enrollment process. Conduct open enrollment sessions. Prepare required forms and documents. Evaluate process and make adjustments. Develop and conduct-training programs on a variety of human resources/benefits related subjects including FMLA, worker's compensation, disability, and absence management. Oversee all ongoing activities related to the development, implementation, maintenance of, and adherence to the City's policies and procedures covering the privacy of, and access to, patient health information in compliance with federal and state laws. Counsel employees, supervisors, and retirees on benefits related matters. Process retirements. Conduct individual educational sessions. Oversee and participate in the COBRA and Flexible Spending administrative processes. Act as a senior human resources advisor to City employees and managers responding to customer requests and providing consulting services. Act as internal resources/expert within area of expertise to other human resources generalists. Performs essential duties and additional tasks in a manner which enhances City Attributes.
Working Environment: Work is performed primarily in a standard office environment; however, visits to other work sites are frequently required. Work entails continuous use of verbal and written communication, customer contact, and ability to manage multiple concurrent tasks and handling sensitive and often complex interpersonal matters. Work requires the ability to efficiently use a personal computer/terminal and associated hardware and software. Work involves access to confidential information, use of problem solving, mathematical calculations, written and verbal skills. It requires partnering with other department representatives in a project management capacity to respond to specific assignment requirements. Work involves occasional light (under 15 lbs.) lifting and carrying. May frequently be required to work long, non-traditional work hours, in situations in which the ability to de-escalate tense situations is required.
Qualifications: Any combination of education and experience equivalent to a Bachelor's Degree from an accredited college or university with major coursework in human resources administration, business administration, public administration or related field and at least seven years of increasingly responsible human resources benefits analyst experience with at least two years benefits management experience. Special Qualifications: Possession of a CEBS or CBP certification is desirable.
