HR Partner II: $5,958 - $6,620/month

Definition:

HR Partner I: Under supervision, perform general professional human resources work in a variety of human resources program areas including recruitment, selection, compensation, equal employment opportunity, regulatory compliance, training and organizational development, management coaching, and labor/employee relations. Serve on cross functional teams and boards. Provide human resources generalist support and consulting to the HR Partner function within the City of Longmont. HR Partner II: Under minimal supervision perform professional human resources work in a variety of human resources program areas including recruitment, selection, equal employment opportunity, regulatory compliance, training and organization development, management coaching, and labor/employee relations. Serve on cross functional teams and boards. Provide human resources generalist support and consulting to assigned departments and divisions within the City of Longmont.



Principal Duties:

HR Partner I: Serve as a point person for employees seeking assistance for HR needs. Assist employees on interpretation of human resources policies and programs. Assist in coordination of recruitment program. Prepare job announcements and recruitment information, determine and place advertising in appropriate media, review and evaluate applications for eligibility, determine appropriate written, oral, and/or performance examinations, and assist in candidate interviews as requested. Responsible for leave of absence coordination including employee education and facilitation and recordkeeping. This pertains to programs such as, but not limited to, FMLA, Leave Share, Leave Without Pay, and Military Leave. Assist in development of in-house training programs. Counsel/assist employees in development through City and outside programs. Monitor department performance assessment efforts, including "quarterly conversations". Assist with compensation and benefit administration. Intake and initial liaison for employee complaints, grievances, and general inquiries. HR Partner I/II: Conduct special research projects related to development of human resources programs, policies, and/or procedures such as performance appraisal, career development, employee training, and EEO programs and reports. Provide staff support for a variety of committees, task forces, and/or employee groups. Answer requests for information from employees, management, outside agencies, applicants, and the general public. Coordinate workflow and internal HR processes on behalf of departments and divisions. Performs essential duties and additional tasks in a manner which enhances City Attributes. HR Partner II: Serve as a liaison to assigned departments in order to develop strategic business partnerships, provide human resources perspective, and provide administration of human resources policies and practices. Counsel department managers on employment related issues. Assist department managers on implementation of human resources policies and programs. Plan and coordinate recruitment programs including evaluation of the labor market and length of recruitment, prepare job announcements and recruitment information, determine and place advertising in appropriate media, review and evaluate applications for eligibility, determine appropriate written, oral, and/or performance examinations, and interview candidates. Manage human resources related research, surveys and benchmark activities. Provide and assist other HR professionals with in-house training programs. Counsel/assist employees in development through City and outside programs. Develop and present programs on a variety of human resources management subjects to City employees. Answer employee and management questions related to policies and Human Resource programs. Interpret human resources policies and procedures for managers and employees. Educate others on City policies. Manages routine investigations in partnership with the CHRO. Make presentations to Executive Team, employee groups, City Council and community groups as required. Serve as a single point of contract and broker of HR Services for department Executive, Managers/Supervisors and Employees. Manage benchmark research and data analysis for the City, division and departments regarding performance or organization projects or assessments. May lead project teams and coordinates outcomes and initiatives with Leadership Teams. Tracks and manages Human Resource analytics and metrics across the city and periodically reports findings and recommendations.


Working Environment:

Work is performed primarily in a standard office environment; however, visits to other work sites are frequently required. Work entails continuous use of verbal and written communication, customer contact, and ability to manage multiple concurrent tasks. Work frequently involves confidentiality, reasoning, problem solving, mathematical calculations, and attention to detail. Work involves working alone as well as working closely with others. Work involves occasional light (under 15 pounds) lifting and carrying. Frequent stress as a consequence of the nature of human issues. May frequently be required to work long non-traditional work hours in situations in which the ability to de-escalate tense situations is required.



Qualifications:

HR Partner I: Any combination of education and experience equivalent to a Bachelor's Degree from an accredited college or university with major coursework in human resources, public administration, business administration or related field, and a minimum of 2 years of experience as a human resources generalist. Advanced degree desirable, along with significant professional training and development. Special Qualifications: Training and certifications applicable to Human Resources Management, PHR, SPHR, SHRM-CP, or SHRM-SCP a plus. HR Partner II: Any combination of education and experience equivalent to a Bachelor's Degree from an accredited college or university with major coursework in human resources, public administration, business administration or related field, and five or more years of experience as a human resources generalist. Advanced degree desirable, along with significant professional training and development. Special Qualifications: Training and certifications applicable to Human Resources Management, PHR or SPHR a plus.
