Description:


Conducts inspections and evaluates the quality of housing units in accordance with the Department of Housing and Urban Development's established Housing Quality Standards (HQS). Travels to different locations to perform inspections.

This position is temporary. Compensation is $19.50/hour


Essential Duties and Responsibilities include the following. Other duties may be assigned.

  • Conducts dwelling unit inspections to determine adherence to HUD established Housing Quality.
  • Performs initial, annual, complaint, emergency, and special inspections to ensure that units meet the requirements established by HUD.
  • Schedules inspections with landlords and clients. Sends necessary correspondence to landlords and participants regarding inspections, failures, etc.
  • Ensures inspections completed within per HUD regulations and Maiker Administrative Plans.
  • Explains the HAP contract to clients and landlords, obtains appropriate signatures and dates on these documents.
  • Communicates and explains the basic requirements and rules of the Section 8 Program to clients, landlords, and the public; assists in outreach efforts to interested landlords.
  • Performs data entry of inspection information, maintains necessary administrative records and assists in preparation of regular and special reports as needed.
  • Complies with all published policies and procedures established for MAIKER

Qualifications:

To perform this job successfully, an individual must be able to perform each essential duty satisfactorily. The requirements listed below are representative of the knowledge, skill, and/or ability required.


Education/Experience:

One year certificate from college or technical school; or minimum of six months related experience and/or training; or equivalent combination of education and experience.

One year's experience and knowledge of the HCV in order to have the ability to explain contracts and program rules and regulations to participants and landlords.


Relevant Knowledge:

  • The ability to read, comprehends, interpret, and implement rules, regulations and procedures governing the HCV Programs in relation to Housing Quality Standards (HQS).
  • Demonstrated ability to establish and maintain an effective working relationship and to communicate effectively with clients, landlords, and the public, both verbally and in writing. Strong customer service orientation.
  • Demonstrated ability to physically perform multiple inspections in a (days/weeks/months) specified time frame, including climbing multiple flights of stairs, bending and stooping, climbing ladders, etc. Ability to spend approximately 7 hours a day driving to inspection locations and performing inspections.
  • Demonstrated ability to schedule a large volume of appointments in a timely and area-orderly manner.
  • Demonstrated ability to process large volumes of paperwork in a timely and correct manner.
  • Skill in utilizing available documentation and fact-finding approaches. Logical thinking and strong organizational skills.
  • Knowledge of program requirements and guidance as reflected in HUD regulations, handbook, notices, forms, and guides.
  • Knowledge of PHA-established policies and procedures.
  • Knowledge of non-program federal requirements that affect income and rent determinations, including fair housing and equal opportunity, fraud and program abuse, personnel and employment practices.
  • Knowledge of HUD-established performance standards (for HCV, SEMAP indicators) and PHA-established performance standards as they relate HQS.

Language Ability:

Ability to read and interpret documents such as safety rules, operating and maintenance instructions, and procedure manuals.

Ability to write routine reports and correspondence. Ability to speak effectively before groups of customers or employees of organization.


Math Ability:

Ability to add, subtract, multiply, and divide in all units of measure, using whole numbers, common fractions, and decimals. Ability to compute rate, ratio, and percentages.


Reasoning Ability:

Ability to apply common sense understanding to carry out instructions furnished in written, oral, or diagram form. Ability to deal with problems involving several concrete variables in standardized situations.


Computer Skills:

Computer literacy, including personal computing, accuracy in data entry, and knowledge of program-related software.

Demonstrated ability to use computer systems, including operations of handheld computer systems, main frame systems, PC's, and e-mail functions.


Certificates and Licenses:

Valid driver's license, clean MVR and auto insurance.


Supervisory Responsibilities:

This job has no supervisory responsibilities.
