Overview
GovernmentCIO is seeking transformational professional to join our team providing portfolio, product line and product level architectural support centered around Veterans and platform capabilities that provide secure, seamless benefits and services to Veterans and their families. The Enterprise Architect should have experience within a civil agency, preferably Veterans Affairs. The candidate will be responsible for guiding and directing the architectural vision and implementation strategy for a modern data and analytics platform, leveraging Azure data analytics design patterns and Azure technologies including but not limited to Delta Lake, Data Lake, Synapse, Databricks, Data Factory, and others. The ideal candidate needs to have a strong working knowledge of ingesting raw data from a broad range of data sources into a common data lake platform. The candidate must establish and enforce standard patterns for conditioning data to support a broad range of user scenarios. The candidate needs to have a strong working knowledge of DevSecOps, guiding/directing development teams though implementation, supporting security efforts to establish and maintain Authorities to Operate (ATO) and drive automation throughout the Continuous integration and continuous delivery pipeline. The candidate needs to be able to lead and guide teams as well as act as a primary contributor, standing up and configuring cloud resources, establishing, and enforcing operational policies, consistently pushing teams to continuous improvement.
Responsibilities
- Provide end to end architectural guidance and governance for ingestion of raw data and conditioning of data based on customers' needs
- Lead the development of conceptual and logical architectures
- Identify design gaps in existing and proposed architectures, drive changes or enhancements
- Direct analysis and design sessions with stakeholders to ensure comprehensive understanding of needs, lead teams to optimal solutions
- Drive and support scoping, sizing, and estimating for solutions
- Provide solution architecture guidance through direct, sprint to sprint engagement and support
- Manage quality of delivery across projects through risk mitigation strategies, drive and implement optimal design patterns and best practices
- Drive and enforce platform policies and governance
- Lead and coordinate activities across all fascists of DevSecOps, provide the connective tissue to optimize delivery across development, security, and operations
- Lead and drive automation up and down the implementation stack
- Write, test, deploy and maintain automation scripts and processes
- Resolve integration issues between source and consumers systems
- Optimize application performance and scalability.
- Provide operational guidance and support drive definition and implementation of monitoring, and issue resolution strategies
- Define standards and process for production issue identification, processing, and resolution, define SLA's and ensure ongoing compliance
- Ensure implementations align with broader VA standards and frameworks of the overall business and technology strategy.
- Exhibit a Team Player mentality with a focus on collaborative engagement.
- Demonstrate proven communication skills and appetite to work in complex multi-national / multi-cultural environments
Qualifications
- Bachelor's Degree in Computer Science, Electrical/Electronic Engineering or other engineering or technical discipline is required.
- 10+ years of experience leading client-facing digital and technical engagements using a variety of solutions preferably in the VA environment
- 4+ years of additional relevant experience may be substituted for education
- 3+ years of experience architecting cloud-based solutions
- 5+ years of experience developing data architectures, including data lakes
- 2+ years of experience with Azure specific data technologies, Data Lake, Data Factory, Databricks, Synapse
- 2+ years' experience using Jira or other related agile life cycle management tools, participating in, and driving Agile Scrums
- Experience with source control repositories Git, etc.
- Hands on experience creating, communicating and mange architectural design documents supporting current state and future state models
- Experience with developing and driving analysis of alternatives on proposed cloud and data products and tools in the architecture
- Hands on experience creating, communicating and mange architectural design documents supporting current state and future state models
- Strong understanding of application design, analysis, design patterns, and object-oriented design
- Azure or AWS Cloud Architecture certifications a definite plus
Preferred Qualifications
- 3+ years of DevSecOps / Tools experience
- 2+ years' experience with CI/CD automation tools in windows and Linux environments, Jenkins, PowerShell/Bash scripting, Azure Automation, Ansible and others
- 1+ years' experience with Oracle Golden Gate is strongly desired
- 5+ years of experience with full stack and object-oriented development using Java, C++, C#, or Python programming languages 5+ years of experience with full stack and object-oriented development using Java, C++, C#, or Python programming languages
- Experience with a broad range of development languages, frameworks, tools, concepts, and patterns
- Demonstrated experience developing RESTful micro service APIs
