IOM is dedicated to promoting humane and orderly migration for the benefit of all. It does so by providing services and advice to governments and migrants.
Context:
The United States Refugee Admissions Program (USRAP) operates world-wide with a target of providing resettlement opportunities to tens of thousands of refugees each year. IOM's multi-disciplinary staff members provide a range of services and support to the USRAP including, but not limited to, case processing, migration health assessments, cultural orientation training, organized transportation and administration of a travel loan and collections program. The Department of Operations and Emergencies (DOE), specifically the Resettlement and Movement Division (RMM), has the organizational responsibility to provide direction, oversight and guidance to IOM's global support to all resettlement programs. Context: Under the United States Refugee Admissions Program (USRAP), the Ports of Entry (POEs) provide critical support and services for refugee resettlement to the United States. As part of a Memorandum of Understanding (MOU) between IOM and the US State Department Bureau for Population Refugees and Migration (PRM), IOM manages six POEs in the United States. POEs meet and assist refugees and Special Immigrant Visa (SIV) holders upon their arrival to the United States, accompanying them through immigration and customs procedures and ensuring they are connected to their final destination. Under the overall supervision of the Senior Resource Management Officer and the direct supervision of the National Finance Officer, and in close coordination with Site Leads, Logistics/Procurement Focal and Finance Unit in Washington USRAP DC office, the incumbent will be responsible and accountable for the performance of routine and specialized accounting tasks. Core Functions / Responsibilities:
Assist in managing financial resources by monitoring and controlling assets, reserves, funds, supplies, etc. in accordance with IOM rules and regulations.
- Reviews all types of payments starting from purchases to payment requests verifying that they are duly authorized and all the supporting documents are attached therewith.
- Extract and input data from various sources in financial or accounting systems.
- Review and process monthly credit card statements and ensure that all charges are supported with duly signed credit card authorization form and record the same to the relevant GL account and project budgets lines.
- Monitor outstanding vendor accounts in PRISM FI on a monthly basis and make follow up as necessary.
- Assist providing guidance in accounting, budget and financial related issues.
- Verify vendor claims for accuracy and conformance with IOM finance policies and instructions.
- Perform claim verifications against documentation to ensure that purchases/services are properly authorized and that the goods have been received or services rendered.
- Assist in the preparation of budget, accounting, financial, statistical reports and other reports as required.
- Provide assistance to all staff services such as travel, expense claims, document retrieval, etc.
- Ensure proper and systematic completion of all posted payments and other accounting documents according to the established standards.
- Assist in month end accounting closure procedure which include, but not limited to, review and clearance of suspense, transit and clearing accounts
- Liaise with relevant units at HQs, Administrative Centers and the Regional Office, as well as relevant external counterparts with regard to the accounting and financial activities of the US USRAP offices; report regularly on the financial situation and provide other financial information as necessary
- Maintain and ensure the confidentiality and integrity of all USRAP-related paperwork in line with standards of conduct and data protection rules. Alert USRAP management of any non-compliance to SOPs or codes of conduct by any staff members and partners.
- Assist the National Finance Officer in implementing the IOM Financial Management Rules and Procedures (FMRP) by applying the required internal control mechanisms and recommend/implement improvements in internal controls and accounting practices based on FMRP, International Public Sector Accounting Standards (IPSAS), and best business practices.
- Perform other related duties as required.
Required Qualifications and Experience
Education
- Bachelor's degree in Business Administration, Accounting, Finances, or related fields with three years of relevant professional experience; or
High School degree with five years of relevant experience.
Experience
· Prior work experience with international humanitarian organizations, non-government or government institutions/organization in a multi-cultural setting is an advantage.
Skills
· Proficient in Microsoft Office applications e.g. Word, Excel, PowerPoint, E-mail, Outlook; previous experience in SAP is a distinct advantage;
· Attention to detail, ability to organize paperwork in a methodical way;
· Discreet, details and clients-oriented, patient and willingness to learn new things; and,
· Strong interpersonal and intercultural skills with proven ability to work effectively and harmoniously with a team of colleagues.
