Job Title: Housing Policy Director

Reports to: Executive Director

FLSA Status: Exempt

POSITION SUMMARY:

The Housing Policy Director will lobby in Congress on housing issues, develop policy positions, and work with housing counseling agencies and housing advocates. This job is a high-impact position with national significance, which will require resourcefulness and initiative.

The National Housing Resource Center (NHRC) is an advocacy organization, providing leadership for the nonprofit housing counseling community and the clients they serve. NHRC brings together the many parts of the housing counseling community to be an effective advocacy voice in policymaking and program design. Housing counseling agencies are working to increase homeownership, prevent foreclosures, prevent evictions, and assist underserved communities. Employees will impact and develop national housing policy, working with Congress, HUD, Treasury, the Consumer Financial Protection Bureau, and leading housing advocates.

The Housing Policy Director is an exempt position. Exempt employees are expected to work the appropriate and necessary time in order to complete key assignments and related tasks on schedule.

ESSENTIAL DUTIES AND RESPONSIBILITIES:

  • Develop policy positions for NHRC which represent nonprofit housing counseling community and the people they serve.
  • Work with local agencies, state networks, and national organizations to identify issues and develop consensus positions on policy issues
  • Write policy briefs and position papers for use by policymakers and member organizations
  • Communicate with Congressional offices on policy issues
  • Convene and participate in advocacy coalitions and meetings on policy issues
  • Provide appropriate content for the NHRC website, listserve, and all other NHRC outlets.
  • Represent NHRC at public meetings, conference calls, and electronic discussion forums.
  • Develop the reputation of housing counseling and NHRC among executive offices (HUD, Treasury), regulators (CFPB, OCC, Federal Reserve), elected officials, and policymakers
  • Interact with other counseling, housing advocacy, and other organizations to identify emerging issues and opportunities
  • Conduct surveys of housing counseling agencies to provide current data on emerging issues
  • Increase affordable housing opportunities for the housing counseling sector and for low and moderate income households.

OTHER DUTIES AND RESPONSIBILITIES:

  • Educate counselors and managers on trending housing issues
  • Provide resources for the counseling industry, such as research, trends

EDUCATION AND EXPERIENCE:

  • Undergraduate Degree
  • At least two years of experience with nonprofit housing programs or policy work.
  • Familiarity with affordable housing issues
  • Computer and Internet fluency

ORGANIZATIONAL RELATIONSHIPS:

The Housing Policy Director must maintain excellent working relationships with nonprofit housing counseling agencies, networks, and intermediaries. The Director will also maintain strong working relationships with Congressional offices, HUD, Treasury, the Consumer Financial Protection Bureau, housing advocates, lenders, mortgage servicers, and other partners. NHRC is active with Americans for Financial Reform, the Black Homeownership Collaborative, National Community Reinvestment Coalition, and many other coalitions.

PHYSICAL DEMANDS:

While performing the duties of this job, the Housing Policy Director is regularly required to sit, stand, walk, speak, and hear. The position requires extensive computer use so the employee must be able to use a computer keyboard and be capable of reading a computer screen. The employee must occasionally lift and/or move up to 20 pounds. The office is on the second floor and requires walking up a long flight of stairs. There is no functioning elevator. Reasonable accommodations may be made to enable otherwise qualified individuals with disabilities to perform the essential functions.

TRAVEL:

When the pandemic is over, the Housing Policy Director must have easy access to House and Senate Office buildings in Washington, DC to meet with Congressional staff and attend conferences, meetings, and other events as required to represent the organization. Travel will be within the United States.

WORK ENVIRONMENT:

We are not requiring staff people to work out of the Philadelphia office. The Philadelphia work environment is a small, busy office located in Philadelphia, PA. Pay: $60,000.00 - $70,000.00 per year

COVID-19 considerations:
During the COVID 19 pandemic, we have been working from home and conducting most meetings virtually. When things open up more, the job will require regular visits to the House and Senate office buildings to meet with Congressional staff.
