Job Title: Human Capital Program Manager (Federal Programs) Location: Columbia, MD or Remote Locations in the USA Summary: APV has several major federal IDIQ and GWAC contracts that allow agencies to access our expertise directly. APV's market within the management consulting, Learning and Development and IT solutions field is poised for significant growth since APV holds several BPA, Best in Class GWACs, IDIQs and multiple MAS schedules. We are seeking a proven professional with prior experience leading and managing several human capital and human resources programs. In addition, this program manager will oversee the organic growth associated with the programs. Role: The candidate will report to Direct of Delivery and work remotely or at APV headquarters in Columbia, MD. The Program Manager will drive the future strategic growth of awarded BPAs, as well as several related contracts with the federal government and support the following areas:

  • Pursue, track, and monitor activity on this BPA and related programs
  • Market BPA to 27 offices within federal agencies such as DOL and DHS
  • Foster vendor/partner relationship
  • Report BPA metrics and status
  • Manage task order execution once awarded
Business Development Duties and Responsibilities:
  • Leverages professional knowledge and personal network of senior client leaders to identify, pursue, capture, and win new work.
  • Identify and qualify new business opportunities and maintain pipeline within the scope of the company's existing capture management discipline.
  • Develops business intelligence on selected opportunities to include identification of incumbents, teaming opportunities, published briefings, subject matter experts.
  • Briefs leadership on selected opportunities develops capture plans and implements shaping initiatives to improve APV's probability of win.
  • Schedules first and follow-on calls with client program leads and contracting officers in pursuit of identified business opportunities.
  • Identifies and attends selected contractor outreach events, industry days, webinars, conferences, and relevant networking activities.
  • Lead submission of Task orders to include technical, price and personnel are ensuring complaint and timely submission of task order responses.
Contract management Duties and Responsibilities
  • Post award, manage task order execution to ensure delivery on the contract is being performed at client satisfaction.
  • Participate in interview, vetting, and replacement of personnel on awarded task orders.
  • Provide oversight on awarded task orders with a goal to earn "Exceptional CPARS".
  • Manage Profit and Loss on awarded TOs.
Required Experience and Education:
  • Proven experience in identifying, pursuing, and winning new work as demonstrated by past successes.
  • Solid knowledge of federal acquisition and contracting processes.
  • Deep knowledge of federal contracting and knowledge and relationship with DOL or DHS * Highly desirable.
  • Proven experience in successfully managing small to mid-level government Projects
Preferred Experience and Education:
  • Master's degree or a Human Resources Management and other relevant degree in this field.
  • Experience supporting / engaging directly with the C-Suite or executive levels across the federal government.
  • Must have prior experience supporting federal government contractual requirements * Highly preferred.
