Duties

The Human Resources Assistant performs the following major duties:
  • Human Resources Information Systems Support: Processes and documents HR actions for a wide variety of employee categories that involve different forms, authorities, various action codes, and regulatory authorities, or additional pay systems. Processes a wide variety of unique appointments and HR actions (including conversions, details, pay treatments, regulatory authorities, changes in duty stations, separations); identifying appropriate regulatory codes, nature of action, and the appropriate pay step to be entered on the HR action request.
  • Staffing Program Support: Performs new employee orientations and recommends changes in presentation content, where appropriate. Assists employees in completing a variety of required forms. Reviews and verifies incoming and outgoing forms for completeness, required signatures and accuracy. Uses an automated recruitment system to conduct recruitment/examining activities for common lower-grade positions. Makes appropriate modifications to standard or precedent announcements.
  • Oral and Written Communication: Supports Staffing program (including Employee Orientation, eOPF, Non-competitive eligibility, Student Programs) and prepares, researches and maintains a library/information source of documents related to these programs. Provides regular progress updates to the Staffing Specialists and customers regarding personnel actions and inquiries.
  • Benefits & Payroll Support: Provides advice and assistance to employees regarding benefit problems and issues. Researches, identifies, and explains employee benefit-related issues, such as health benefits conversion and routine retirement calculations. Assists in developing and presenting training and orientation briefings for employees on the available programs, their general coverage and benefits, and the costs of the specific plans and programs. Provides brochures, pamphlets, comparison charts, and cost information as supplied by the programs and carriers. Assists employees with new enrollment, change, and cancellation requests, and other options such as paying FEHB premiums with pre-tax dollars. Performs research in order to ensure compliance with Federal and agency human resources/payroll regulations and policy guidelines, and correctness of determinations made in processing all types of personnel transactions. Researches pay and leave discrepancies using a variety of methods, including an automated inquiry system.
  • Personnel Processing: Processes a wide variety of unique appointments and HR actions (including conversions, details, pay treatments, regulatory authorities, changes in duty stations, separations); identifying appropriate regulatory codes, nature of action, and the appropriate pay step to be entered on the HR action request. Performs research in order to ensure compliance with Federal and agency human resources/payroll regulations and policy guidelines, and correctness of determinations made in processing all types of personnel transactions.
The following includes a listing of more specific duties and responsibilities required of this position:
  • Proficient in processing actions in the History Correction Update Processing System (HCUP)
  • Strong knowledge of Position Management System (PMSO)
  • Experience using NFC systems; USA Staffing, eOPF
  • Perform a wide variety of duties such as records keeping, updating SOPs on Processing Personnel Actions.
  • Extensive knowledge and understanding of the Personnel policies and procedures.
  • Provide support to HR specialists involved in one or more specialties such as classification, employee benefits, recruitment and staffing; security, etc
  • Process a wide range of human resource transactions related to recruitment and placement, classification, employee relations, human resource development, and/or incentive awards.
  • Researches, analyzes, and applies policies, regulations, and standard procedures to perform work in human resources.
  • Use personal computers to prepare HR documents with complicated formatting
  • Use personal computers and software programs in an office environment to extract, revise, or sort information from files, records, or databases
  • Oversee the maintenance and control of the Electronic Official Personnel Folders (e-OPF)
  • Conducts entrance on duty (EOD) and Human Resources orientation of all new employees in the assigned organization(s)
  • Determines the required forms and documents that employees must complete.

  • Initial appointment of employment cannot exceed five years.
