Duties

At the entry level of this position, you will:
  • Provide data visualization, mining and analyzing data from multiple sources in order to provide to inform critical management decisions related to the Agency's human resources functions and support the creation of up-to-date relevant content, prepare written reports, narratives, and correspondence for training projects/programs; and performing statistical analysis of training and workforce data using tables, charts, graphs, and appropriate software tools.
  • Investigate and analyzes a variety of human resources management issues with a goal of resolving critical problems.
  • Support the staff of the division by finding technology solutions to enhance the efficiency and accuracy of the work of the division.
  • Prepare communications and presentations for dissemination to the staff and/or customers.
  • Develop and implement procedures, resolves technical problems, and provides technical assistance and advisory services to the HR staff regarding an automated HR learning management system.
When entering a Federal job at a grade level lower than the highest promotion potential level, you may be promoted to more complex duties and work more independently, as your career progresses. NOTE: Career ladder promotions are not automatic, and all eligibility and qualifications requirements must be met in order to progress to the next grade level.

This position is designated as Moderate Risk and requires a background investigation. Unless an appropriate background investigation is already on record with the Office of Personnel Management, you must undergo a background investigation. All conditions of the pre-employment security process must be met before an official letter of employment can be issued with a report for duty date.

You must meet time in grade requirements no later than 30 calendar days after the closing date of this announcement.

If you are selected, you may be required to complete a one-year probationary period.

Qualifications

We are looking for at least one year of specialized experience related to this position as described below:

To qualify for the GS-11 level, you need to have at least one year of full-time experience equivalent to the GS-09 level defined as assisting with the development and design of learning content, curricula, materials, or programs and using analytical or evaluative methods and techniques for assessing effectiveness and efficiency.
- OR Ph.D. or equivalent doctoral degree; or 3 full years of progressively higher level graduate education leading to such a degree; or LL.M., in an academic discipline related to this position
- OR an equivalent combination of education and experience.

Your answers to the online assessment will be used to evaluate your competencies in the following areas:
  • Skill in applying analytical and evaluative methods and techniques for assessing program development and effectiveness and efficiency..
  • Skill in preparing project papers, staff reports, and oral briefings to encourage understanding and acceptance of findings and recommendations.
  • Skill in applying analytical techniques to identify, evaluate, complex interrelated HR problems and issues and recommend resolutions.
  • Ability to build consensus, negotiate, and resolve conflict in highly contentious situations.
  • Ability to develop new or modified work methods, approaches, or procedures for delivering effective HR services.
  • Ability to analyze segments of broader Human Resource Management issues or problems (e.g., the functional relationships between specializations and the impact of decisions made in one specialization on the entire HR system).
  • Knowledge of basic project management procedures relevant to the initiating, planning, executing, monitoring and closing project life-cycle.
  • Skill in written and oral communication techniques sufficient to develop and deliver briefings, reports, and correspondence to managers to foster understanding and acceptance of findings and recommendations.
  • Knowledge of, and skill in applying a wide range of human resources development concepts, practices, laws, regulations and policies.
  • Skill in technology.
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional, philanthropic, religious, spiritual, community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
