Summary

This position is located in the District of Columbia Court's Benefits Office of the Human Resources Division, and is responsible for the processing of Judge timesheets, employees' time and attendance, and payroll. The incumbent manages day-to-day activities as a troubleshooter for Human Resources' payroll and compensation programs and projects.

Duties

Brief Description of Major Duties:
  • Manages the day-to-day time and attendance and payroll operations of the District of Columbia Courts, in accordance with its policies and government regulations
  • Conducts research, analyzes and interprets information, identifies best practices, and applies laws, regulations, and policies involving compensation administration
  • Verifies pay, maintains compensation records, prepares related reports, and provides written and verbal responses to inquiries from employees, management, and stakeholders concerning pay and leave issues
  • Prepares reports by collecting, analyzing, and summarizing information
  • Provides technical guidance and training to employees and HR staff in the areas of leave, Federal, State, and local tax reconciliation and returns, garnishment and wage attachment administration
  • Serves as the payroll and compensation subject matter expert (SME), and is the direct liaison for internal and external customers regarding all payroll and compensation operations matters
  • Leads technical guidance and training initiatives regarding payroll and compensation for the HR staff, and provides support to the HR staff on projects and programs in other areas of HR
  • Works with the Human Resources Information Systems Manager, Benefits Officer, and their teams in researching and drafting specifications for emergent technologies, and provides references and documentation for support
  • Applies specialized compensation and human resources knowledge to oversee and conduct annual payroll records audits
  • Manages tracking and notices to Senior Judges for allowable work hours in a calendar year
  • Serves on various committees for compensation related issues, such as Alternative Work Schedules, family, and emergency leave
The DC Courts have employed many measures to keep employees and court users as safe as possible, including mandatory face coverings, social distancing, temperature checks, health screening questionnaire, enhanced air circulation, and intensified cleaning services. We encouraged employees to get vaccinated for their safety and the safety of their family, friends, colleagues, and others with whom they have contact. We also provided opportunities for employees to receive the vaccine. Such voluntary vaccination efforts have made significant progress in suppressing the spread of COVID-19, and yet the emergence of the highly contagious Delta variant has caused a rapid increase in infection transmission rates in the District of Columbia and elsewhere, particularly among the unvaccinated.

Vaccinations, being readily available, provide the best protection from infection with COVID-19, and the requirement of vaccinations is consistent with maintaining a safe and secure workplace. Therefore, effective immediately and throughout the remainder of the COVID-19 emergency period, all DC Courts employees, interns, volunteers, and on-site contractors, who have received a vaccination as required by the COVID-19 vaccination protocols, must provide proof of vaccination to Human Resources on the first day of employment. You may seek an exemption from providing a proof of vaccination on the grounds of a specific medical condition or a sincerely held religious belief. All employees who have not received the required number of vaccination doses, regardless of the reason or whether the employee has sought or been granted an exemption, will be required to submit a negative COVID-19 test result on a weekly basis in order to report to work in person or remotely.

Qualifications

Minimum Qualifications: A bachelor's degree in Human Resources or a related field plus four (4) years of experience in a Human Resources Payroll Administration capacity, which includes federal payroll rules and regulations, payroll recordkeeping, and the use of electronic payroll processing and time and attendance systems (e.g. WebTA and FPPS, etc.). Experience providing technical customer support is also required.

Experience with WebTA, Federal Payroll and Processing System (FPPS), Electronic OPF (e-OPF), and OBIEE or similar reporting software is highly preferred.

Education Substitution:

Master's degree plus three (3) years of experience in a Human Resources Payroll Administration capacity, which includes federal payroll rules and regulations, payroll recordkeeping, and the use of electronic payroll processing systems (e.g. WebTA and FPPS, etc.). Experience providing technical customer support is also required.

Education

Foreign Education: Education completed outside the United States must have been evaluated by a private U.S. organization that specializes in interpretation of foreign educational credentials, commonly called a credential evaluation service or education to meet the above requirements.
