Job description
GovernmentCIO is seeking an IT Analyst for the Health Program Management Office (HPMO) program within the Department of Veterans Affairs (VA) Office of Information Technology (OIT). This individual will assist the VA OIT POU Lead with a variety of analyses concerning technical requirements, system architecture, technology assessments, and problem solving, as well as supporting program administrative functions. The IT analyst will act as a liaison with other teams as appropriate in support of VA's streamlining of its POU program and the deployment of the Department of Defense (DoD) Defense Medical Logistics Support Service (DMLSS) software to VA's Medical Centers (VAMCs). DMLSS has been identified by VA as its target system for supply chain modernization and will integrate with various POU inventory cabinets currently deployed across the VAMCs. These deployments are conducted in partnership by the Veterans Health Administration (VHA) VA Logistics Redesign (VALOR) Program Office, OITs Enterprise Supply Chain Management (eSCM) PMO, and the Department of Defense. External entities, such as the Office of Electronic Health Record Modernization (OEHRM) and the Financial Business Modernization Transformation (FMBT) program, are also integral to the success of the DMLSS initiative.
The IT Technical Analyst will support the new VA National Program Point of Use National Program Office (POU NPO) and eSCM team and with the following responsibilities:
- Develop documentation including requirements documentation, architectural documentation, security processes, standard operating procedures, user guides, test plans, and other related documentation.
- Analyze technical requirements, recommend appropriate technologies, and approaches to solving technical problems based on system design and data flow charts.
- Receive and absorb technical information and propose solutions in a timely manner.
- Participate in infrastructure and operations discussions that maintain compliance to all VA standards, regulations, and collaborate with IT architecture teams to perform risk assessments.
- Evaluate IT architecture and develop pros and cons associated to best practices that reach optimal outcomes.
- Understand and elaborate on technical architectures to assist in recommendations to solving complex problems.
- Standardize complex technical problems.
- Improve efficiency of technical solutions, determine appropriate procedures for all IT technologies, and participate in formal and informal discussions as they arise.
- Work with all team members to analyze changes in requirements and recommend the most expedient solutions in a timely manner.
- Understand and communicate technical problems, effectively communicate challenges to simple and complex problems, and propose technical solutions with positive and effective outcomes.
- Lead and adhere to VA procedures, processes, and provide expert knowledge to resolving all IT related issues.
- Provide status updates during weekly working group sessions and speak to questions and action items.
- Ensure adherence to project schedule deadlines.
The IT Technical Analyst will also perform a variety of administrative duties that are necessary keep program up to date such as uploading presentations, preparing presentations, reports, and documentation. Other administrative duties/responsibilities include:
- Finding the best solution among all possible to solve the existing business problems.
- Defining features, phases, and solution requirements.
- Analyzing the information technology environment.
- Analyzing enterprise specifics.
- Analyzing and documenting requirements.
- Participating in technology selection.
- Providing support with respect to completing project management deliverables.
Qualifications
The candidate will possess experience, skills, credentials, and proficiencies in the following areas:
- Information technology

- Experience and knowledge in standardizing complex technical problems

- Experienced with Agile, Scrum and PMBOK best practices a plus
- Familiarity with JIRA and Confluence a plus
- Experience and expertise with Point of Use cabinets preferred.
- Knowledge of, and experience with, VA and DoD medical logistics and/or supply chain management systems (e.g., VA: Point of Use cabinet technologies, VistA AEMS/MERS and GIP, Maximo, etc.; DoD: DMLSS), policies, and processes preferred.
Education/Experience
- Bachelor's Degree in Engineering, Computer Science, Systems, Business, or related scientific /technical discipline
- 15+ years of related experience
- Ability to obtain VA clearance
