Major Duties:

  • Serves as an advisor, consultant, and coordinator to STB's Internet Governance (IG) Program specifically supporting STB's Executive Assistant Director (EAD) and IG Program Manager (IGPM) on a variety of high-level challenges, issues, and engagements.
  • Increase awareness of program services, capabilities, and work with STB leadership, Program Managers, executive staff, Divisions counterparts, HQ components, USG, and program POC's domestically and internationally.
  • Establish and maintain effective partnerships, liaison engagements, and interact with administrative and other personnel throughout the organization and representatives from other organizations and the private sector.
  • Serve as the consolidation, administrative, and programmatic management focal point for STB's IG efforts, priorities, and strategic goals.
  • Identify issues being raised in both the international and domestic environments that may affect the FBI's capabilities and mission effectiveness in the future.
  • Represent the FBI to governing bodies, supporting the lead for National Security Council Policy Coordinating Committees and White House Taskings.
  • Work closely with working groups, members, policy directives, and advancing awareness of the IG Program both domestically and abroad. Participate in numerous engagements, meetings, international forums, and produce briefings materials, white papers and talking points.

Specialized Experience (SE):
GS14: Applicant must possess at least one (1) year of specialized experience equivalent to the GS13 grade level. SE is defined as follows:
  • Research, investigating and evaluating short and long -range program goals, objectives and milestones for compliance to overall mission.
  • Preparing complete, clear, and concise formal and informal reports, correspondence, briefings, charts, tables, and graphs.
  • Identifying impacts and effects of study findings and making recommendations.
  • Experience assessing and improving the effectiveness of programs, complex management processes, systems, and procedures.
  • Experience in planning, organizing, and direct teams and negotiate effectively with management.

  • Limited Movement: Policy has been implemented wherein support employees entering a position through a competitive OR non-competitive action may be precluded from moving to another position within the Bureau by means of reassignment or change to lower grade for a minimum of 12 months.

  • Relocation expenses will be borne by the selectee, except FBI employees returning from LEGAT assignment. Employees returning from LEGAT assignments must advise the Staffing Unit, Administrative Unit, and the international Operations Unit of their application to apply.
  • Candidates receiving a transfer of physical location, whether at the expense of the FBI or not, will be required to complete a one year commitment to the assignment, prior to moving to a new position at the FBI. The 12-month waiting period begins the day an employee reports for duty at the new location.
  • On December 22, 2017, the President signed into law the Tax Cuts and Jobs Act. This law may impact your transfer.
    • This legislation made previously non-taxed moving expense reimbursements taxable as of January 1, 2018. Please see HR Link for a list of the FBI's current understanding of the applicable tax changes. However, this may change upon receipt of official guidance from GSA and DOJ.
    • Current law provides the FBI with the authority to compensate employees for much of the tax burden caused by a transfer through the Relocation Income Tax Allowance (RITA) process. At this time, it is unclear whether this authority addresses the full impact of the recent change in the tax law. GSA and DOJ are currently reviewing the Federal Travel Regulation (FTR), including the RITA process, in an effort to identify ways to minimize the additional tax burden on transferring employees.
  • Candidates receiving a transfer of physical location, whether at the expense of the FBI or not, will be required to complete a one year commitment to the assignment, prior to moving to a new position at the FBI. The 12-month waiting period begins the day an employee reports for duty at the new location.
  • Employees selected for promotions at the GS-12 level or higher, as well as employees selected for positions where a transfer of location is required, will be processed through the name check program prior to being notified of their selection.
