Plan International USA, an international non-governmental organization (NGO), is implementing the United States Department of Labor (USDOL)-funded FAIR Fish Project and invites qualified vendors (organizations/consultants) to submit proposals to provide services described in the scope of work below.
This Request for Proposals describes the objectives for the development of an online course for the project Fostering Accountability in Recruitment for Fishery Workers (FAIR Fish). This project, which runs from January 2019 to December 2022, is an Office of Child Labor, Forced Labor and Human Trafficking (OCFT) at the Bureau of International Labor Affairs (ILAB) and the USDOL - funded effort implemented by Plan International USA (Plan). Background:
The FAIR Fish Project aims to reduce forced labor (FL), human trafficking (HT) and child labor (CL), in the recruitment of women and men to work in fishery and seafood processors in Thailand, Cambodia, and Myanmar.
The project's theory of change is as follows: Forced labor and human trafficking in the Thai fishing and seafood processing sectors will be reduced when (1) all stakeholders understand the nature of FL and HT in the recruitment of workers; (2) companies act in good faith to root out exploitive practices in their own recruitment processes; (3) recruiters comply with anti-FL/trafficking in persons (TIP) regulations and policies; and, (4) companies, consumers, buyers, government, workers, civil society organization (CSOs), and the media promote responsible and transparent recruitment policies and practices.
Activities in this project are expected to lead to four main outcomes:
- Improved understanding of the nature of forced labor and human trafficking in the recruitment of workers
- Improved company-led approaches to address forced labor and human trafficking in the recruitment process
- Improved compliance with recruitment policies and procedures by third party recruiters
- Increased action on promoting responsible recruitment policies and practices among private sector actors
Scope of Work
A. Opportunity Background
Plan International's FAIR Fish project is developing an online course to train third party seafood-industry recruiters and other stakeholders on the project's Responsible Recruitment Model. The audience for the course is 1) seafood industry recruiters (both recruitment agencies and individual recruiters), and 2) employees of Small and Medium Enterprise seafood processing companies, especially those working in HR departments and on worker recruitment. The course will be available in multiple languages: Thai, Khmer, and Myanmar.
Plan has engaged two other vendors who are responsible for 1) development of the core learning content (including course structure, lesson content, tests and quizzes, etc.) and 2) development of the website platform/infrastructure which will support hosting of the content. Plan now seeks a third vendor to convert the core learning content into a format that can be displayed on the online platform.
B. Course Structure and Learning Approach
The course will be an approximately 30-hour, self-paced course (with periodic moderator chat interaction), offered in three languages (Thai, Burmese, and Khmer), and resulting in an e-certification/social media badge for course completers. The course consists of a detailed training manual, divided into five modules, with ancillary tools, quizzes, checklists, and links. Content is currently in the form of MS PowerPoint and MS Word documents.
Titles of the seven modules are as follows: Module 1: Setting up your responsible recruitment system; Module 2: fundamental rights; Module 3: Recruitment Processes; Module 4: Working Conditions; Module 5: Grievance and Remediation; Module 6: Due Diligence; and Module 7: Monitoring and Verification (Audit).
C. Purpose of Consultancy
Plan expects the vendor to further develop, enrich, transform, and/or repackage the existing core course content, through the provision of User Experience (UX) and Learning Experience Design support. The core course content (see Section B) including all quizzes, pre & post-tests, introductory and conclusions slides, will be provided by Plan.
The consultant will be expected to:
- Improve the overall UX of the course (through integrating audio, video, and visual elements such as animations, voice overs, and infographics; dynamic slide/content transitions; clickable links; modifiable/moveable content; chat functions; other participatory and gamified elements, etc.) to ensure the experience is interactive, engaging, and results in intended learning outcomes.
- Perform all necessary file format modifications and conversions necessary to deliver final content that meets the specifications of the digital platform developer (e.g., conversion into Moodle and/or SCORM files).
- Work closely and in consultation with the Plan International FAIR Fish team to understand the detailed needs of the team for the interactive course; and maintain regular correspondence with the website platform provider vendor, to ensure all content-related modifications meet final specifications.

- Final downloadable Action Plan with compiled participant responses from Modules section

- Draft and final work planning documents (developed in consultation with Plan International's Fair Fish team) that include proposed services, estimated timing, expected results, etc.
- Regular check ins and updates (through email, phone, Zoom) with Plan team to share progress (based on Work Plan)
- Regular communication with the website platform provider to ensure all content-related modifications meet final specifications
- Ongoing sample/demo/draft versions of work products to Plan team for quality monitoring and feedback (based on Work Plan)
- Delivery of final work product to Plan team, in specified file formats, ensuring compatibility with platform developer specifications (e.g., Moodle, etc.)
Expected Technical Qualifications of Applicants
- Experience developing interactive online courses with high engagement from trainees
