Description:

RDTS is looking for a Cleared Quality Control Inspector to support the Bureau of Overseas Buildings Operations (OBO), Office of Construction Management (CM) with their design/build project in Tunis, Tunisia. This project consists of three components: 1) Design and construct a new Marine Security Guard Residence (MSGR); 2) Design and renovate the existing MSGR into an office annex; 3) Improve and replace the underground fire mains. The site is located in the U.S. Embassy Compound in Tunis.


The Quality Control Inspector is responsible for providing project management oversight of the work of the OBO project office in planning, coordinating, evaluating, and scheduling to ensure that the construction contractor meets OBO required standards of quality, schedule, cost, and contract compliance. The incumbent performs a wide variety of functions associated with the conduct of construction operations.

  • Reviews and becomes familiar with the terms and conditions of specific construction contracts, the requirements of Division I - General Conditions specifications, the OBO Construction Execution Plan (CEP), the implementation plan for Construction Phase Services (CPS), the Construction Environmental Profile Study (CEPS), the project Value Engineering Study (VES), the Construction Site Mobilization Plan (CSMP), the Project Procedures Manual (PPM), and the project requirements defined in the OBO Construction Management Guidebook; coordinates development, additions to, or correction of these project documents where they are found to be non-existent or deficient; and ensures that projects comply with the requirements detailed in these documents.
  • Assumes prime responsibility for the project's Quality Assurance (QA) Program; reviews and provides recommendations for approving the contractors Quality Control (QC) program. Develops the OBO QA program in coordination with the contractor's QC program; develops and maintains a QA Non-Conformance Register documenting QA Non[1]Conformance Notices issued to the contractor.
  • Develops and maintains a QA Inspection and Testing Log documenting QA and QC inspection and testing results.
  • Develops and maintains a construction material and equipment inventory log documenting receipt of materials and equipment at the project site, inspection to ensure compliance with the contractor's approved submittals, proper storage of materials and equipment, and routine maintenance and protection of materials and equipment placed in storage or installed.
  • Provides direction and coordination of the OBO Project discipline engineers in administering the QA Program; prepares, distributes, catalogues, and files sketches documenting clarifications/changes installed in the field; through regular inspections.
  • Ensures that the contractor is routinely developing accurate as-built drawings and specifications for the project; ensures that the contractor complies with the contract requirements in providing the appropriate guarantees and warranties for materials, equipment, and installations, and records and consolidates guarantees and warranties for turnover to post Facilities and Maintenance personnel at the conclusion of the project.
  • In conjunction with the contractor's requirements under the terms of the contract, accumulates material and equipment maintenance and operations information in a digital searchable format for turnover to post Facilities and Maintenance personnel at the conclusion of the project; and prepares monthly summary and detail reports related to project QA and QC inspections and testing results during the period.
  • Provides support to the Project Director in all contract administration matters, including negotiation of modifications and/or claims and interpretation of contract requirements.
  • Assists the Project Director with review and analysis of project contract, specifications, modifications, change orders, and claims.
  • Develops Independent Government Estimates for each potential change order or claim; analyzes project schedule impact for each potential change order or claim.
  • In coordination with OBO Project staff, prepares a negotiation plan for each change order; develops and maintains a project change order and modification database register; and prepares monthly summary and detail reports related to project change orders and modifications.

. Requirements:
  • 2-year Associate of Arts Degree or an Associate Technical Degree.
  • Seven (7) years' experience in commercial building construction and have seen at least one project of similar scope through from start to completion in that capacity.
  • Active Security Clearance.
  • Possess excellent writing skills and thorough knowledge of Microsoft Suite.
  • Knowledge of International Codes required.
  • Develops working knowledge of all technical requirements of project.
  • Provides Quality Assurance for ongoing construction project.
  • Reviews contractor submittals.
  • Experience in assessing and responding to Requests for Information (RFI).
  • Evaluates proposed submittal substitutions with engineering implications; makes recommendations to the Project Director.
  • Coordinates the development of Independent Government Estimates (IGEs) for modifications and change orders.
  • Experience in reviewing and evaluating design calculations and data from an engineering perspective.
  • Prepares Monthly Progress Reports and attends meetings summarizing project status, with emphasis on engineering.
  • Knowledge of Construction Safety regulations, i.e., EM 385-1-1, OSHA, etc.
  • Knowledge of Microsoft Suite, i.e., PowerPoint, Excel, and Word required.
  • A Professional Engineering License (PE) is acceptable in lieu of a degree.
  • Overseas experience is preferred.
  • Professional Engineering registration is preferred.
