The American Chemical Society is looking for a Recruiter to join their Human Resources division based in Washington, DC.

Division Overview

Human Resources is responsible for developing and implementing human resource strategies and programs for the American Chemical Society (ACS). Human Resources provides operational and strategic resource support to all divisions with staffing, recruitment, employee relations, performance management, benefits administration, compensation administration, training and organization development, and succession planning. The customer base is diverse, including current, former and potential employees, management business partners, American Chemical Society members, and outside vendors. The HR team directly serves over 700 Washington, DC affiliated employees and over 1,200 Columbus, Ohio affiliated employees. In addition to the Washington, DC and Columbus, Ohio locations, there are approximately 140 employees affiliated through ACSI.

Position Summary

Reports to the Recruiting Team Lead and provides human resources consultation and support to ACS Hiring Managers on talent acquisition needs, using knowledge of various human resources functions, including domestic and international recruitment, compensation, and benefits. Acts as a liaison to other human resources functions when necessary. Familiar with a variety of the field's concepts, practices, and procedures. Relies on experience and judgment to plan and accomplish goals. Performs a variety of tasks. A wide degree of creativity and latitude is expected.

Position Accountabilties:

* Recruit candidates for assigned positions in accordance with company guidelines and governmental regulations. Perform the following recruiting duties: developing recruiting strategies with the hiring manager to include a comprehensive recruiting and sourcing plan; conducting comprehensive interviews; completing background screenings and references; developing salary recommendation/offer packages and salary negotiation; Accountable for performing these responsibilities for exempt and non-exempt positions.
* Effectively coordinate recruiting, resume distribution and applicant tracking through online system. Train hiring managers on online system and process.
* Schedules candidate interviews to include booking travel and processing travel expenses
* Proactively source candidates through networks, social media, retained and fee-based search firms, job fairs, college recruiting, local social events and other creative outlets. Maintain local and national networks to source candidates and assure necessary applicant flow and service level agreements are met.
* Work with managers to develop effective interview questions to include behavioral and/or competency based questions and metrics depending on the job search.
* Develop and implement procedures and guidelines for recruiting, selecting and hiring employees and collaborating with HR Generalist and Business Partners to ensure processes and procedures are efficient and cost effective.
* Develop, design, and evaluate recruiting materials, working with HRBP' s, Marketing, and outside vendors/consultants.

* Facilitates comprehensive onboarding process for new employees, in coordination with the Sr Recruiting Coordinator.
* Supports the administration of Summer Intern program, to include all candidate sourcing and coordination with external vendor and internal managers.
* Handles relocation for employees joining the organization.
* May back-up HRBPs by supporting ACS divisions by answering frontline questions regarding performance management, benefits, compensation, and recruitment.
* Other duties as assigned.

Position Requirements:

* Bachelor's Degree or Equivalent in HR or Business related
* Five or more years of full life cycle recruiting experience, ideally with at least 3 years recruiting internationally
* Experience recruiting professionals in multiple disciplines including membership management, publishing and general office support.
* Demonstrated experience with MS Office applications (specifically, excel, power point)
* Knowledge of international employment law and some miscellaneous HR laws
* Recruiting techniques, including but not limited to proactive social media sourcing i.e. LinkedIn etc.
* Interviewing techniques with ability to summarize strengths and weaknesses of candidates for hiring managers
* Strong understanding and experience with Applicant Tracking Systems (ATS), metrics management, creation and adherence to service level agreements
* Excellent written and verbal communications
* Strong understanding of compensation plans and ability to negotiate with candidates
* Ability to keep up to date on talent market trends and provide recommendations
