Job description

The Senior Business Analyst is responsible for working closely with CSBS IT, Business Services policy, other applicable CSBS teams, and CSBS end users to define system functionality and enhancements. He or she will participate in the identification of enhancements and translate input from CSBS end users, Business Services policy, other applicable CSBS teams and IT staff into the high-level assumptions and high-level requirements necessary to build CSBS systems into an efficient and effective system. Must have a thorough understanding of how to interpret customer business needs and translate them into application and operational requirements. Ability to apply general organizational knowledge of the business and systems processes in problem analysis is required. Must have a solid understanding of software development life cycle best practices. Ability to lead and negotiate business solutions that balance technical capability, cost, and time, against business need is required. Must exhibit confidence and an extensive knowledge of emerging industry practices when solving business problems. Ability to successfully engage in multiple initiatives simultaneously is required. Must possess strong leadership skills and generate enthusiasm among team members. Ability to work independently with users to define concepts, under direction of project managers is required. Must possess strong analytical, organizational and product management skills. Ability to communicate difficult sensitive information tactfully is required. Essential Functions

Develop and maintain requirements for major system functionality and minor system improvements to applications with inputs from the appropriate business units.

Synthesize requirements from a variety of sources into written form for approval by state regulator working groups, committees and/or federal agencies as necessary.

Conduct necessary research and analysis in support of the development of system requirements, ensuring that high level requirements meet the needs of CSBS system end users within the boundaries of CSBS resources, policies and priorities.

Apply critical thinking skills to understand the root cause of an issue and, in an unbiased manner, develop practical options for solutions.

Support the prioritization of system enhancements as submitted by regulatory agencies, industry users, and CSBS staff through understanding needs and translating input into enhancement summaries that effectively capture the needs identified.

Create and present materials explaining proposed functionality to a variety of stakeholders including regulatory system users, industry system users, state and federal policy-makers, CSBS staff and advisory committees.

Develop high level assumptions and technical requirements that drive the development process and can be relied upon by CSBS development vendors to ensure that the needs of end-users are correctly represented in functional and system requirements documents.

Efficiently manage the process between CSBS staff and contractor staff to minimize back and forth and ensure alignment between end user needs and system functionality.

Provide input and direction in user acceptance testing of system changes and enhancements.

Effectively collaborate with CSBS QA resources on the planning and execution of various test strategies, including but not limited to UAT, Integration Testing, and System Testing

Work collaboratively with product owners, business owners, and 3rd party vendors on requirements gathering, development, and delivery of CSBS applications and systems

Effectively support both agile and waterfall-based projects

Effectively engage stakeholders internal and external during discovery and refinement sessions

Discover and document complex business rules, maintain traceability of rules, research existing business rules, ensure that business rules meet pre-defined quality criteria.

Independently manage complex tasks and initiatives from end-to-end.

Additional Responsibilities

Conducts research and analysis supporting the development of application enhancements to meet the needs of CSBS stakeholder and fulfill regulatory policies and priorities.

Collaborates with UAT staff and reviews test plans and scripts for completeness and accuracy.

Recommend and report to management schedule, feature, and resource prioritization and status across projects

Manage junior business analysts by providing coaching, managing analyst bandwidth and project assignments, and fostering personal development

Support any incidents which are raised within the incident management system, working with the appropriate technical teams, project managers, and business representatives

Supporting the PM with the quality gate processes to ensure that deliverables and the project stays on track and to budge

Facilitate the creation of the business case and any associated proposal document

Identify and have a good working relationship with all stakeholders and business users involved within the project

Applies strong analytical and problem-solving skills to provide root cause analysis to CSBS and vendor staff

Utilizes strong project and time management skills to ensure on time delivery for various artifacts

Collaborates with and provides inputs to various departments on user documentation, project planning, external communications, training plans and operations.

Minimum Qualifications
To perform this job successfully, an individual should possess the knowledge, skills, and abilities listed and meet the amount of education, training and/or work experience required.

Education and Experience

B.S. degree in Information Technology, Computer Science or equivalent experience.

7+ years of relevant business, technology and management experience, to include at least 5 years' experience in requirements analysis, software development/management, testing or database management practices and technologies.

Specialized certifications in business analysis, software testing (ISTQB certification) or project management (PMP certification) is strongly preferred.

SAFe Agile Experience is strongly preferred.

Experience in the Financial Services, Regulatory or Federal Government industries is desirable.

Knowledge, Skills and Abilities

A minimum of 6 years' experience working and integrating with application development teams in a multi-vendor, outsourced environment.

Demonstrated experience writing statements of work and evaluating vendor proposals.

Demonstrated technical proficiency performing system analysis, modeling and testing.
Knowledgeable of project management principles.

Knowledgeable of software development life cycle methods, including Agile.

Knowledgeable of relational database management systems with proficiency using SQL.

Strong listening skills.

Ability to write in clear manner.

Organized and detail-oriented, able to track and work on multiple projects at once.

Able to use Microsoft office software (Visio, Outlook, Excel, Word, PowerPoint).

Consultative working style, able to effectively interface with various levels of leadership.

Able to work independently and as part of a team.

Requirements

Due to the nature of CSBS's business in support of state financial services supervision, all CSBS employees have the potential of interacting with confidential information related to the supervision of financial services companies ("Confidential Supervisory Information").
