Job description
Our Client is seeking a Senior Business Analyst/Project Manager for an upcoming Grants Management System project. The client is interested in procuring and configuring a Grant Management System (GMS)/ software to help the client and applicants/grantees administer the full grants lifecycle. In particular, the software is needed to help thew client inform, organize, prioritize, and process the grants they receive from applicants/grantees, as well as simplify oversight of the grants they make. The BA/PM will work in partnership with the Grants Management Product Owner, team, and stakeholders to plan, organize, execute and control the project, and fulfill the Business Analyst role in the Project Lifecycle: Initiating, Planning, Executing, closing.
The initial focus will be to have a focus on planning the project, requirements gathering, backlog of key functional deliverables, procurement, and contracting steps necessary to identify and purchase the product(s). Upon purchase, the role will focus on planning and guiding configuration to meet requirements, testing/validation of requirements, system configuration, user testing, training, and implementation.
Tasks/Duties - BA Related
- Work with the product manager/project sponsor to document the product's vision and the project's scope
- Plan and lead the identification of current- and future-state business processes; define quality attributes, external interfaces, constraints, and other nonfunctional requirements
- Plan and lead the elicitation of requirements
- Plan and lead the decomposition of high-level business and user requirements into functional requirements
- Analyze and document business requirements and required data to deliver work products throughout the project life cycle
- Lead requirements analysis and verification, ensuring that requirement statements are complete, consistent, concise, comprehensible, traceable, feasible, unambiguous, and verifiable, and that they conform to standards
- Lead requirements prioritization and facilitate the negotiation of requirements amongst multiple stakeholders
- Translate business requirements to System/Functional specifications
- Write requirements specifications according to standard templates, and other work products/documents, and conduct reviews with appropriate team members and Product Owner.
- Coordinate Business Validation to verify that a set of end-to-end business processes function as intended
- Plan and lead System Testing, and User Acceptance testing, and rollout of new system or features.
- Manage requirements traceability information and track requirements status throughout the project
- Manage changes to baselined requirements through effective application of change control processes and tools
- Provide knowledge transfer to DEED and MNIT Team members

- Manage program/project constraints of cost, time, and scope

Note: Work is anticipated to be offsite.

Contract: 1 year
Skills Required:
- 5 years' experience Business Analyst role (or) A Master's degree substitutes for three years of experience, or a Bachelor's degree substitutes for two years, or an Associate's degree substitutes for one year
- 2 engagements lasting more than 6months in Business Analyst role
- 2 engagements lasting more than 6months in Program/Project Manager role
Skills Desired - A plus to have:
- 4 engagements lasting more than 6 months in Program/Project Manager role
- Experience with all aspects of the Software Development Life Cycle (SDLC)
- Agile/Scrum experience
- Senior/Lead BA experience, highly skilled in requirements gathering, requirements management.
- Bachelor's degree in Information Services
- Business Analyst Certification (IIBA certification or equivalent)
- Experience with selecting, configuring, and implementing Grants Management systems or other similar financial systems
- Accounting/Finance experience
- Experience with procurement of IT systems
- Experience with IT for Government entities
