Leidos has an immediate need for a full-time Senior Editor/Writer to provide support in two areas:

(1) The Department of Energy/National Nuclear Security Administration (DOE/NNSA) Office of Defense Programs (NA-10) to provide approximately 50% of time assisting NNSA's Office of Strategic Planning and Analysis (NA-183) Stockpile Stewardship and Management Plan (SSMP) Team with writing, editing, and participating in meetings for the annual SSMP; and

(2) Approximately 50% time supporting Leidos business development and marketing efforts, including marketing material development, fact sheet development, capabilities briefing development, and proposal preparation efforts. It is required that some of the work be performed in the NNSA offices located at the DOE Forrestal Building in Washington, D.C. Travel may be required to sites conducting Integrated Planning Group (IPG) meetings (National Laboratories, Production facilities, and Security Sites).

Basic Qualifications:

Active DOE Q and/or DOE TS clearance

Required education and qualifications:

· Bachelor's degree with 12 years of relevant work experience or a Master's degree with 10 - 13 years relevant experience. 16 year experience will be considered in lieu of a degree. Familiarity with journalistic standards and publication style guides

· Superior writing skills; ability to express technical concepts, processes, programs, and capabilities clearly and concisely

· Thorough command of English grammar and syntax

· Prior experience supporting a major government agency with large public documents and reports to Congress

· Ability to collaborate and work with a team of writers on technical topics and documents supporting budget requests

· Ability to create/modify technical information for a broader audience

· Prior experience reviewing requests for information/requests for proposals/request for quotes (RFIs/RFPs/RFQs) and proposal preparation

Primary Responsibilities:

· Assists with the preparation, creation, and publication of NNSA's reports and annexes in response to congressional requirements.

· Overall responsibility to ensure that the SSMP, written by many, has the feel of a document prepared by one author. This includes continuity of style, syntax, reading level, graphics; and consistent use of acronyms, abbreviations, and grammar conventions.

· As a part of the NA-183 SSMP team, participates in and contributes to key discussions in formulation of chapter outline and templates, guidance to originators and integrators, and key messaging for each year prior to kick-off meeting.

· Assists with informing, training, and advising originators and integrators to ensure all contributors are aligned with key messaging, standard format etc.

· Thoroughly reviews the SSMP; provides substantive edits and comments that reflect agreed-upon format, messaging, writing guidelines, clarity, etc.

· Alerts NA-183 SSMP team to overarching issues or concerns that emerge during review of versions, and proposes solutions to address them.

· Attends all IPG meetings concerning SSMP issues.

· Collects and processes classified and unclassified materials, reports, drafts, and briefings - developing a final review and summary of materials.

· Assists originators and integrators in the resolution/adjudication of comments during development, review, and approval processes.

· Reviews and, if necessary, revises the SSMP style guide annually. Ensures that originators and integrators are familiar with the guide and aware of any changes made.

· Reviews and evaluates programmatic and technical information related to nuclear weapons and the NNSA infrastructure.

· Creates rough draft of graphics to communicate and synthesize information for SSMP publication.

· Assists with business development, marketing, capabilities briefing development, and proposal efforts

· Reviews and analyzes RFIs/RFPs/RFQs

· Writes, edits, and manages sections of proposals to include coordinating and tracking proposal input from various authors/technical staff and incorporating all comments into the master document to read as one voice

Desired Qualification/Education

· Prior experience within the DOE/NNSA or DOD nuclear security enterprise

· Prior DOE/NNSA Weapons Activities experience

· Prior experience in both short turn-around (e.g., task orders) and larger (e.g., blanket ordering agreements and blanket purchase agreements) proposal processes.
