Job description

Position Opportunity and Responsibilities

Up for Growth occupies a unique position in the pro-housing movement, as it works across party lines and ideologies to advance nonpartisan policy solutions at all levels of government. Up for Growth has earned this position, in part, by producing evidence-driven policy analysis to inform legislation and shape the public conversation. The Senior Policy Analyst will have the unique opportunity to lead this pillar of Up for Growth's work.

The Senior Policy Analyst will have two primary responsibilities:

Fast-Paced Policy Analysis

  • Provide timely, evidence-driven points of view on housing policy proposals, updates, and other newsworthy events. Deliverables will range in form from informal email communications with a member of the Up for Growth staff, Board, or member network to more polished all-member communications. You will work with the Chief Operating Officer, who owns the communications strategy, to flesh out the details of this body of work.
  • Intake, prioritize, and quickly respond to policy questions from members, elected officials, and key stakeholders. Typically, these questions will come through Up for Growth staff (e.g., Membership Director or Legislative Director) and require several hours of effort with a 1- to 3-day turnaround.
  • Generate compelling content for member and public communications and events to shape the pro-housing narrative. This content could take many forms, depending on the skills and interests of the Senior Policy Analyst (e.g., email updates, blog posts, short videos, social media posts).

Policy Agenda Management

  • Support the CEO, who owns the policy analysis publication agenda, in its development and management. At the start of the year, collaborate with Up for Growth leadership to shape the draft agenda for the year. At regular intervals throughout the year, update the agenda to reflect shifts in the policy landscape, member interests, and other key variables.
  • Gather input from Up for Growth staff, Board, members, and other key stakeholders to inform both the development and management of the annual publication agenda.
  • Staff the Up for Growth Policy Committee, which provides oversight and support of the publication of policy analysis publications.
  • Manage the production of monthly housing policy briefs by (1) managing our relationship with the consulting firm who produces these briefs, (2) gathering data from members and stakeholders to inform brief development, and (3) bringing your unique perspective on housing policy to bear in shaping this work.
  • Maintain Up for Growth's internal policy and research reference library.

Candidate Profile

Up for Growth's Senior Policy Analyst will be housing policy expert who thrives in a fast-paced, collaborative work environment. The successful Senior Policy Analyst will embody the following key attributes and capabilities.

Purpose-Driven Housing Policy Expert

You are passionate about creating a future in which housing is always an opportunity, never an obstacle. You understand the role housing policy plays in realizing this future, including what tools work well in different local contexts and levels of government. You're excited to work across parties, ideologies, and industry sectors to advance transformational housing policies that improve the lives of all Americans.

Fast-Paced, Critical Thinker

You have a sharp mind that works at a fast clip. You light-up when faced with a novel problem or complex question. Though you understand and enjoy the nuance of working through new policy questions, you're able to balance rigor and speed to deliver results quickly.

Collaborative Relationship-Builder

You enjoy building authentic, lasting relationships. You value the role people play in shaping great public policy and are excited to join an organization that puts its members at the center of its work. You're a strong collaborator who can adapt to a variety of situations, be it working closely with the leadership team to craft the policy agenda or one-on-one with members to gather primary data.

Agile Project Manager

You leverage your strategy and execution skills to carry ideas from concept through execution. You like to work on a variety of projects and tasks and excel at juggling concurrent, sometimes shifting priorities. You're a self-starter who enjoys both collaboration and independent work.
