Summary
This position is located in the U.S. Department of Education (ED), Office for Civil Rights (OCR), Program Legal Group (PLG), Civil Rights Data Collection Team (CRDC), headquarters in Washington, DC. The incumbent works under the direction of the CRDC Team Leader, and supports PLG's Director, and the Deputy Assistant Secretary for Policy. Since 1968, OCR has conducted the CRDC to collect data on key education and civil rights issues in our nation's public schools.

As a Statistician, GS-1530-13, you will be responsible for:
The incumbent of this position provides methodological, statistical and conceptual formulations, advice, and guidance to OCR managers to determine institutional compliance with the civil rights laws, a major component of OCR's national civil rights compliance and enforcement program.
The Statistician:
- Handles the most complex aspects of applying the principles and theories of statistical analytics and OCR-related legal requirements to determining compliance with the civil rights laws under OCR's jurisdiction.
- Provides coordination and leadership where necessary to OCR managers, staff, or representatives from other ED components to develop, plan, and use statistical evaluation methodologies to determine civil rights compliance.
- Researches and develops new or revised methodological and analytical statistical approaches to determine compliance with the subject matter areas under OCR's jurisdiction, as well as to gather additional research to be used by policymakers and researchers in civil rights and educational fields.
- Represents OCR in a variety of meetings and conferences, maintains effective relationships with professional groups and education officials at the federal, state, and local levels, and presents information to OCR and Department leaders in an accurate and thorough manner.

Qualifications
Minimum Qualification Requirements
You may meet the minimum qualifications for the GS-13, if you possess the specialized experience, education, or a combination of the two.
Specialized Experience for the GS-13
One year of experience in either federal or non-federal service that is equivalent to at least a GS-12 performing two (2) out of three (3) of the following duties or work assignments:
1. Experience conducting complex statistical analyses concerning civil rights matters and effectively communicating about such analyses with internal and external stakeholders.
2. Experience publishing high-quality reports on data from large data files with many data elements, and effectively communicating about such reports with internal and external stakeholders.
3. Experience developing/drafting surveys and submission tools to measure and collect data related to civil rights compliance, including development of business rules and other data quality checks demonstrated to improve data quality.
Knowledge, Skills, and Abilities (KSAs)
The quality of your experience will be measured by the extent to which you possess the following knowledge, skills and abilities (KSAs). 1. Knowledge of a wide range of complex analytical and statistical theories, principles, and practices to perform the full range of statistical duties.
2. Ability to plan, coordinate, and execute studies of marked difficulty and responsibility in a timely and effective manner.
3. Knowledge of OCRs jurisdiction and adjacent legal and policy areas, and skill in designing sample surveys and modifying established methods.
4. Skill in communicating effectively in order to effectively explain and exchange information with colleagues and management, including written and oral/in-person communication skills.
Education
This position has a positive education requirement.
STATISTICS GS-1530
A. Degree: that included 15 semester hours in statistics (or in mathematics and statistics, provided at least 6 semester hours were in statistics), and 9 additional semester hours in one or more of the following: physical or biological sciences, medicine, education, or engineering; or in the social sciences including demography, history, economics, social welfare, geography, international relations, social or cultural anthropology, health sociology, political science, public administration, psychology, etc. Credit toward meeting statistical course requirements should be given for courses in which 50 percent of the course content appears to be statistical methods, e.g., courses that included studies in research methods in psychology or economics such as tests and measurements or business cycles..... click apply for full job details
